These proposed cuts, if enacted by the Legislature, would severely including providing resources to impact the City's ability to provide services and operate City facilities like the cities to provide basic services to Community Center. The City's 2003 General Fund budget is $15,408,271, but roughly citizens. Those reduced by 1%. responses, if the Governor's proposal were to ultimately be adopted by the legislature, would of necessity involve drastic reductions in services and programs. To put the magnitude of the proposed cuts into perspective, $2.22 Million is more than the cost of the Fire Department and Community Development combined. It is more than the cost of running the Community Center and recreation programs. City residents are being asked to shoulder a disproportionate part of solving the State's budget shortfall. You may wish to consider calling your legislators to express your opinions on the potential impacts on Brooklyn Center's ability to provide police, fire, street maintenance, snow plowing, recreation programs, senior programs, etc. See Page 2 for the City's Process In Preparing To Respond To Potential Cuts and find out how you can contact your local legislators. The 2003 property review area includes properties located south of 69 Avenue North, east of Shingle Creek Parkway, west of Hwy 252, and north of 57`" Avenue North. In addition to all single - family homes located in this review area, all townhouses, double bungalows, and triplexes within the city will be physically -K reviewed. The summer quartile inspection area will involve the review of 1,769 parcels. Your property value changes yearly based on market information, but Minnesota State Statute requires the appraiser to physically review the property characteristics every four years. The inspection process takes approximately fifteen minutes and involves an exterior photo, exterior measurement review, and an interior inspection of the property. Appraisers drive a City vehicle and carry a City photo identification card. J _I Property Notices will be mailed two weeks in advance notifying owners that the Appraiser will be Review Area working in your neighborhood. You may schedule an appointment in advance for review of your home. If you are not home during the day, the appraiser may check exterior measurements, take a photograph of the home, and leave a tag on your door requesting you to schedule an interior review. Appointments can be scheduled May through October, Monday through Friday, 8:00 AM – 4:15 PM. Some early morning and early evening appointments are available upon request. If you have any questions regarding the quartile inspection process or would like to schedule an appointment, please call (763) 569 -3310 for assistance. If the appraiser is denied access to view a property, the assessor is authorized to estimate the property's estimated market value by making assumptions believed appropriate concerning the property's finish and condition. All properties located outside of the quartile inspection area that have physically changed due to remodeling or new construction will be reviewed in the fall of 2003. The Assessor's Office will contact you in the fall regarding inspection of your property. Attention U.S. Armed Service Personnel If you own and occupy your home and you have been called to active duty in the Armed Forces, there are provisions that allow your homestead classification to remain.
