Citizens Recognized For Random Acts of Kindness Brooklyn Center Voters Re -Elect Lasman and Peppe At its meeting of October 23, 2000, the Brooklyn Center Brooklyn Center voters were out in record numbers for the City Council recognized those who had been nominated to November 7 general election with 73% voter turnout. receive a Random Acts of Kindness award during Cities Voters re- elected Kay Lasman and Bob Peppe to the two Week 2000. (NHMP) is looking for volunteers who are available during daytime hours to complete our 30 -hour mediation training which will be held this winter. NHMP provides community - ,,. ..,, based mediations for parties involved in a wide variety of y disputes. The role of the mediator is to work with the parties to s identify the facts and clarify the issues. This is accomplished by being neutral, asking open -ended questions, listening for possible solutions the parties may offer, and encouraging the parties to work toward a solution. Most burglars want to get in your home quickly without being noticed. Make it difficult for them to succeed by working as a team in your neighborhood. Ask family, friends, and neighbors to help watch your house while you're gone. Making your home safer from crime doesn't always mean having to install expensive alarms — effective home security starts with properly locked doors and windows and visible, well - lighted entryways. ✓ All exterior doors should be either metal or solid wood. For added security, use strong door hinges on the inside of the door, with non - removable or hidden pins. Every entry door should be well - lighted and have a wide -angle door viewer so you can see who is outside without opening the door. ✓ Strong, reliable locks are essential to effective home security. Always keep doors and windows locked; even a five - minute trip to the store is long enough for a burglar to enter your home. ✓ Sliding glass doors can offer easy entry into your home. To improve security on existing sliding glass doors, you can install keyed locking devices that secure the door to the frame; adjust the track clearances on the doors so they can't be pushed out of their tracks; or put a piece of wood or metal bar in the track of the closed door to prevent the door from opening even if the lock is jimmied or removed. ✓ Most standard double -hung windows have thumb turn locks between the two window panels. Do not rely on these they can be pried open or easily reached through a broken pane. Instead, install keyed locking devices to prevent the window from being raised from the outside, but make sure everyone in the house knows where to find the keys in case of an emergency. ✓ Lighting is one of the most cost - effective deterrents to burglary. Indoor lighting gives the impression that a home is occupied. If you are going to be away from your home, consider using automatic timers to switch interior lights on and off at present times. Outdoor lighting can eliminate hiding places. Install exterior lighting near porches, rear and side doorways, garage doors, and all other points of entry. Entryways to your home always should be well lighted. Place lights out of reach from the ground so the bulbs cannot be removed or broken. Aim some lights away from the house so you can see if anyone is approaching, or install motion - sensing lights which turn on automatically as someone approaches. ✓ Your home's walkways and landscaping should direct visitors to the main entrance and away from private areas. The landscaping should provide maximum visibility to and from your house. Trim shrubbery that could conceal criminal activity near doors and windows. Provide light on areas of dense shrubs and trees that could serve as hiding places. Cut back tree limbs that could help thieves climb into windows, and keep yard fencing low enough to avoid giving criminals places to hide. ✓ Keep your driveway shoveled in the winter to give it the appearance that someone is home. ✓ Ask a neighbor to put your garbage container out while you're gone or park a vehicle around in the driveway. ✓ Don't forget that piled up newspapers, fliers, and mail is a tip to the burglar that no one is home. Being friendly with neighbors and taking an interest in each other will help point to suspicious activity that doesn't seem to fit in your neighborhood. Remember, the key to keeping burglars away is not only good security but reporting suspicious activity in your neighborhood. Help to take a bite out of crime by being aware and alert. It is being reprinted 200 to more clearly define the proposed areas of reconstruction. 2004- 2005 200 City of Brooklyn Center Zoos City Streets Proposed to be Reconstructed 4 On S tree t P arking R eminders The coming of the snow season always generates questions by residents concerning City ordinances which govern on street parking. The intent of these ordinances is not meant to create a hardship upon anyone, but to prevent traffic hazards. During snow removal, when snow plows are forced to plow around vehicles parked on the street, a snow ridge is left. This ridge turns to ice after time and the ice ridge becomes a traffic hazard. Whenever possible, the street department attempts to plow roadways during the night or early morning hours to avoid creating problems for motorists. Even though the ordinances are in effect throughout the year, the police department receives more complaints during the winter months concerning on street parking. Please take a few moments of your time to acquaint yourselves with these ordinances. SECTION 27 PARK NG PROHIBITED 8r RESTRICTED: No person in charge of any vehicle shall park or permit such vehicle to stand upon the roadway of any highway or street in the City of Brooklyn Center between the hours of 2 a.m. and 6 a.m., nor for more than six consecutive hours at any other time. No person in charge of any vehicle shall park or permit such vehicle to stand upon any alley in the City of Brooklyn Center at any time. SECTION 27 REMOVAL OF ILLEGALLY PARKED VEHICLES: Any vehicle parked in violation of the ordinances of the City or in violation of any state law may be removed by towing at the direction of the city police to a suitable place for storage until claimed by the owner or their agent, and the owner or other person responsible for such parking of the vehicle shall be liable for the reasonable cost of such towing and storage. It can reduce the effectiveness of your vehicle's battery by at least 50 %. It can freeze tires flat on the bottom for at least the first half mile of travel. It can thicken your car's lubricants, making starting harder and an engine warm up an absolute necessity before you pull out of the driveway. Be able to see and be seen. Clean frost and snow off all windows, mirrors, lights, and reflectors. Equip your car with good wiper blades and keep an ample supply of windshield washer fluid. If visibility is poor, use your full headlamps. Get a feel for the road. Careful acceleration to test wheel -spin and gentle braking to test skidding will dictate how fast you can safely travel. Be gentle with both the accelerator and the brakes as you drive. A light foot on the gas is less likely to produce wheel - spinning on ice and snow. Braking is best accomplished by gently pumping the brake pedal. Locking the brakes will cause loss of steering control. (Vehicles equipped with anti -lock braking systems require steady pressure on the brake pedal.) Stretch your following distance. Ice or snow can increase your stopping distance from three to ten times. Make turns slowly and gradually, especially at heavily traveled intersections which can become "polished" by repeated slipping and sliding of tires. Brake before you come to a curve, not while you are in it. Turn into the direction of the skid if the rear of your car breaks traction and begins to slide. Count on at least a small second skid as the car straightens out and be prepared to counter this sliding action too. Scattered slippery spots and ice patches can cause problems. Stay away from the brake, take your foot off the gas, and steer as straight as possible until your car slows to a safe speed. You can avoid a collision by intentionally steering your car off the road and into a snow bank in an emergency situation. You may get stuck, but you'll avoid an accident and possible damage and injury. Charter Commission Seeks Volunteers The Brooklyn Center Charter Commission has openings for commissioners. This is a voluntary position of civic participation. The Charter Commission meets quarterly, generally the fourth Wednesday of the month, 7 p.m. at City Hall. The Charter Commission reviews the City's Charter, which is the governing constitution of the City. Interested persons may call City Clerk Sharon Knutson at (763) 569 -3300 for more information. Final appointment is made by the Fourth Judicial District Court. 6 I A re Y ou I F or 1 Wi St Winter in Minnesota is a beautiful time of year. It offers many unique recreational opportunities, a joyous holiday season, and for many, the chance to flee to warmer climates. Yet, the winter season has many inherent dangers which, if ignored, could v cause serious injury or even death. Residents of Brooklyn Center should be aware of r winter hazards and should be encouraged to take appropriate actions to eliminate or reduce vulnerability to winter dangers. When a winter storm Watch is issued: * Listen to local radio and television stations or cable TV such as the Weather channel for updates. * Be alert to changing weather conditions. * Avoid unnecessary travel. When a winter storm Warning is issued: Stay indoors during the storm. Understand the hazards of windchill. �k If you must go outside, dress appropriately for the weather conditions. After the storm, walk carefully on snowy, icy sidewalks and be careful when shoveling snow. It is physically strenuous work, so take frequent breaks. A winter storm watch means a winter storm is possible in our area. A winter storm warning means a winter storm is headed for our area. A blizzard warning means strong winds, blinding wind -driven snow, and dangerous windchills are expected. Seek shelter immediately! Avoid traveling by car in a winter storm, but if you must: * Keep your car's gas tank full for emergency use and to keep the fuel line from freezing. Let someone know your destination, your route, and when you expect to arrive. If you get stuck: * Stay with your car. Do NOT try to walk to safety. Tie a brightly colored cloth, preferably red, to the antenna for rescuers to see. * Start the car and use the heater about 10 minutes every hour. Keep the exhaust pipe clear so that fumes won't back up into the car. * Leave the overhead light on when the engine is running to assist rescuers in locating you. Keep one window away from the blowing wind slightly open to let fresh air into the vehicle. Several Minnesotans die every year due to winter weather hazards. Stay safe through the winter season by following the safety suggestions listed.
