At the October 26, 1998, City Council meeting, the Council adopted the following goals for 1999:

this trend, there has been a
reduction in the amount of taxes paid by commercial, industrial, and
rental properties due to the Legislature's reduction of tax capacity rates Percentage of Tax Base

50% of the City's tax base in 1996 to 44% in 1998. The reduction in the A;mrfton . t
value of Brookdale was the largest reason for this decrease in the
commercial value. 44.2%
Along with this, the reduction in the tax capacity rates for commercial,
industrial, and rental properties has impacted the portion of taxes paid
by the different types of properties. As indicated in the charts below, while apartments and industrial property have
increased in market value, they have decreased in tax capacity. Commercial has also reduced in tax capacity at a
rate greater than its reduction in market value.

The residential housing market has been strong in 1998. The Realtors Multiple Listing service shows that the
average sale price of houses in Brooklyn Center has risen 7.7% in the first half of 1998. Since State Law requires
the City Assessor to value homes based on actual sales price trends, preliminary numbers indicate that the average
increase in assessed value will be around 4% to 6%.

Residents Invited to Offer Input on Time of Sale Housing Inspection Program
The Brooklyn Center City Council is considering the enactment of a Time of Sale Housing Inspection program which has been
recommended by the City's Housing Commission. The purpose of the ordinance is to improve the overall housing stock in the City
and to prevent deterioration of existing housing. The proposed ordinance is similar to ordinances in place in the cities of
Bloomington and South St. Paul.

Council will be considering the proposed ordinance at its regular January 11, 1999, meeting which begins at 7 p.m.

Random Acts of Kindness
Random Acts of Kindness recognition was held for the second year by the Brooklyn Center City Council in keeping with Cities
Week celebrations throughout the state. Nominees were given certificates at the City Council meeting of October 13, 1998.
Letters of nomination were displayed at City Hall during Cities Week October 5 through 11, 1998.
Those nominated represented a variety of "kind" undertakings that are daily being practiced throughout Brooklyn Center. Acts
of Kindness recognized included the Student Council at Brooklyn Center High School for the work they do participating in
community fund raising events, to Don Rosen of Pilgrim Cleaners who initiated the Coats for Kids annual drive. Recognition was
also given to several community groups, Brooklyn Center Lions, Brooklyn Center Charitable Foundation, Healthy Communities,
Healthy Youth, and Peacemakers. As in last year's recognition, nominations for those helping with various school and youth
activities comprised a large number of the nominations. Also included in this year's nominations were people who had helped their
neighbors, such as Gary Stevenson who assisted family members who were victims of a tragic fire.

Crime Prevention Program and City Receive Award for National Night Out
The Brooklyn Center Crime Prevention Program and the City of Brooklyn Center were recognized by
Senator Rod Grams for participation in National Night Out. An award was presented to Mayor
Kragness at the October 26 City Council meeting and to the Crime Prevention Program on "'1 glQi P
November 18. The award is given by the National Association of Town Watch which annually
coordinates National Night Out events. The Brooklyn Center Crime Prevention Program —an Grua
organization of residents and business owners which support law enforcement initiatives— provides Crime '- - -•

There are 148 block watches in Brooklyn Center. Citizen participation in block watches leads to a safer ,� .' ,�, • �
and stronger community. Information on forming a block watch can be obtained by contacting Sergeant
Dave Grass at 569 -3389.
Preventing Crime
-Do not leave your purse unattended in a shopping cart while at any store. There are a number of thieves who specialize in
distracting victims while a confederate steals from the purse. Your best bet is a fanny pack or keeping your credit cards and
cash in a front pocket.
-While Christmas shopping or shopping in general, be sure to put your packages in the trunk of your vehicle or another
location where others cannot see them. Keep your vehicle doors locked.
-Do not leave your car runnin unattended even if the doors are locked. You are at risk that your vehicle may be stolen.
-Stay alert to your surroundings. Don't go into situations which make you feel uncomfortable.
-Keep your garage door shut and locked, even when doing yard work. There have been many reports of theft from garages in
which the door has been left open.
Police Department Available to Speak with Groups
Members of the Brooklyn Center Police Department have experience and expertise in presenting a variety of topics to public
gatherings. Topics include, but are not limited to, crime prevention; traffic safety, including pedestrian and bicycle safety; drug
awareness; and personal safety seminars. To schedule a speaker, call Community Services Sergeant Dave Grass at 569 -3389.
Police and Fire Construction Update
-The new Police Station on Humboldt Avenue, the new West Fire Station on Brooklyn Boulevard, and the remodeling of the East
Fire Station on Dupont Avenue are all underway. The East Fire Station remodeling project is on schedule and is meeting
construction deadlines. Fire services remain fully operational during the construction.
-Due to the high level of construction throughout the Twin Cities area and particularly the demand for steel and pre -cast
construction materials, both the West Fire Station and the Police Station projects have experienced delays in delivery of building
materials. These delays have impacted the construction progress on the buildings, but the forecast for completion is still on target
for the Summer of 1999.
- Residents are reminded the construction of the buildings will at times disrupt the sidewalk and street access around these sites.
The project construction manager and City staff are making every effort to minimize construction- related traffic and foot -traffic
interruptions and ask for residents to use caution while driving and walking in the construction zones. Resident questions regarding

The Brooklyn Center Community Center "PLAY CORNER" will be provided for parents attending morning classes, programs, meetings,
or swimming at the Brooklyn Center Community Center. The cost is $1.25 per child for an hour and a half. Additional time is $1 an hour.

The Brooklyn Center Gymnastics Program has been developed using a skill progression of classes. The purpose of this progression is to provide
participants with a safe, comfortable advancement in gymnastics allowing them to develop to their potential. Most students participate in a class

Training is very progressive and inclusive with an appropriate practice group available for all abilities.
For ages 6 - 18!
Once their level allows, members begin to compete in swim meets. Competitions are offered for every age and
gender group. USS swim meets cater to novice competitors as well as elite level athletes.
Training times and membership dues vary according to ability level.
Practices are held at Brooklyn Center Community Center, North View Jr. High and Brooklyn Junior High pools.
