MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY
OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
NOVEMBER 16, 2021

CALL TO ORDER
Chair Sorenson called the meeting to order at 6:30 pm.
ROLL CALL
Chair Sorenson and Commissioners Ebert, Carey, and Lungelow were present. Commissioner Branch,
Bonovsky and Sanchez-Lopez were unable to attend. Also present were Recreation Deputy Director Joe
Ericksen, Program Supervisor Carissa Goebel, Supervisor of Streets and Parks Pete Moen, and Councilmember
Graves.
APPROVAL OF AGENDA
There were no additions and the agenda was approved.
APPROVAL OF MINUTES
The minutes were approved for the September meeting.
CITY COUNCIL LIAISON REPORT
There is a survey for our City Celebration. There is a Government Delivery system out for notification with
anything going on in the city. There are free mental health resources for families in the city. On December
th
14 there will be a health fair that will be distributed. Last week there was free flu shots and health resources
at Firehouse. There will also be free flu shots and health resources again at Snow Many Traditions. The police
department recently just added another police officer. Covid numbers for Brooklyn Center are 5,449 cases
and 53 deaths. Brooklyn Center represents 2.5% of the cases in the county. The budget is currently being
worked on right now. The city is looking at adding a social worker to the police department. There is funding
for staff to ticket nonmoving violations to help police officers out.

Councilmember Graves will make sure that staff will follow up with this email.
COMMISSION APPOINTMENT SCHEDULE
Councilmember Graves spoke with the Mayor and is hopeful that this will happen at the next meeting.
Councilmember Graves will not let this drop however she is trying to let the Mayor do this on his own.
COMMISSION MEMORIALS or SERVICE RECOGNITION
There is no update at this time and will be pushed to the next meeting.
BROOKLYN CENTER MEMORIAL POLICY REVIEW
Chair Sorenson and Supervisor of Streets and Parks Pete Moen reviewed points of the memorial policy. The
question came up on how much a plaque would cost and who would pay the money. Supervisor of Streets
and Parks Pete Moen is going to get measurement of the shelter where memorial plaques would be placed.
2021 PLAYGROUND REPLACEMENT UPDATE
Program Supervisor Carissa Goebel reported Bellvue is complete. Firehouse has started and holes were dug to
start the new playgrounds. This will complete the new 2021 playground replacement. Commissioner Carey
brought his family and
BIKE SKILL COURSE
Deputy Director Joe Ericksen informed that the delivery for the bike ramp company will be coming next
Monday. We will not however install it this year as we are going to use this area for a hockey rink. So we are
going to work with the company to come back next year to install it. Benches will be added for spectators.
There is still talks if using our bikes will create liability. The possibility to give the bikes out to the public is
there.
2022 PLAYGROUND EQUIPMENT SURVEY RESULTS
Revision complete after Thanksgiving. Color options will be voted on by Parks and Rec Commission. Final
designs at January commission meeting. Contract approval by City Council in February. Installation should
begin in spring of 2022. Backboards and repaving come out of the city budget and not out of this playground
budget.
ICE SKATE RENTAL FEASIBILITY REPORT
Joe Ericksen reported after speaking with other cities and not having rinks open last year to have numbers to
pull from last year for attendance, we will not be having skates for rental this season. There are many issues
with skate rental including skates not fitting well. This season we will keep numbers of how many skaters
attend the rinks and will look into the rinks for next season. Commissioner Carey wants to see it in future
years to see attendance go up at the rinks. Joe Ericksen thinks the best way to rent skates will be at one
central area and that will be at the Community Center.
LIONS PARK PLAYGROUND EQUIPMENT REPLACEMENT
Program Supervisor Carissa Goebel reported that it would cost about $50,000 to move the playground
equipment at
Public Works, we will have to wait until there is a new Public Works Director. Supervisor of Streets and Parks
Pete Moen reported that the building is in horrible condition. That if this does not turn into a driving range, it
could turn into a soccer field. Joe Ericksen reported that there is still a want for a driving range and there has
been a lot of work to try to get this done. Chair Sorenson is concerned about the parking if this is to happen.
FUTURE MEETING
The next meeting will be in January and will meet over zoom.

A motion was made to adjourn the meeting. The motion passed unanimously.
