Present: • Mark Goodell • Gail Ebert • Kathryn Ellgren • Sandra Gilmore • Charlene Johnson • Molly Merrimack • Dan Ryan • Judy Thorbus • Tim Willson Excused: • Stanley Leino • Susan Warner Absent: • Donald Bumgarner • Robert Marvin • Lars McCritty Guests: • Lori Bardal • Matt Branch • Barb Suciu Adoption of Agenda: A motion was made by Tim Willson and seconded by Gail Ebert to approve the agenda. The motion passed. Consideration of Minutes: July 16', 2020 minutes were adopted with a motion by Sandra Gilmore and a second by Tim Willson. Motion passed. Audit Report: No audit report was necessary as there where no expenses in 2020. Election of Officers: a) Chair Mark- Goodell b) Vice Chair- Tim Willson c)Secretary- Kathryn Ellgren d) Audit Chair- Charlene Johnson e) Public Relations Chair- pending Tim Willson moved to wait to elect a Public relations chair until Susan Warner could be contacted. Motion was seconded and motion passed. Schedule Meetings for upcoming year: April 8`'', 2021, July 8', 2021, October 14t'', 2021, January 13t' 2022 at 6:30 PM. Tim Willson made a motion to approve these meetings dates, Sandra Gilmore seconded. Motion passed. Old Business: a) No old business. New Business: a) Discuss Possible topics for 2021 • Dan Ryan would like to talk to the city manager in regards to what leeway is granted to the Mayor and City Council during emergency situations. It was decided he would approach this issue in his role as a city council member and will keep the charter commission in the loop. • Some concern was raised over whether a sitting member of the City Council should be able to join the Charter Commission. b) Gail Ebert requests that the commission look into an amendment to 2.02 Boards and Commissions pertaining to Approval/disapproval of applicants/appointees regarding the time frame for appointment or rejection. Currently, multiple commissions have members who have been waiting a year or more for approval or reinstatement. Tim Willson brought to the commission's attention that the appointment for the commissions is the purview of the Mayor. It was also brought to the charter commissions attention that all the city commissions are running several members short. Mark Goodell referenced a different city's charter as a possible place to pull language from. He will provide that information to the commission for perusal. This item will be added to the agenda for the next meeting. Adjournment: With a motion by Charlene Johnson and a second by Gail Ebert we adjourned the meeting at 8:01 PM. Motion passed.
