HomeMy WebLinkAbout2022 09-26 CCM STUDY SESSION MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA -STUDY SESSION SEPTEMBER 26, 2022 CITY HALL—COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in a Study Session called to order by Mayor Mike Elliott at 6:07 p.m. ROLL CALL Mayor Mike Elliott and Councilmembers Marquita Butler, April Graves, Kris Lawrence- Anderson, and Dan Ryan. Also present were City Manager Reggie Edwards, City Clerk/Interim Assistant City Manager Barb Suciu, City Attorney Jason Hill, and Communications and Community Engagement Manager/Interim Assistant City Manager Angel Smith. Councilmember Marquita Butler was absent and excused. CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS Councilmember Lawrence-Anderson requested the Council move through the agenda in a timely manner as there is a lot to cover. Councilmember Ryan noted his agreement with Councilmember Lawrence-Anderson. Mayor Elliott pointed out there would likely be people present for the Implementation Committee presentation, and he would like to provide time for public comment as part of the presentation. Councilmember Lawrence-Anderson stated the agenda calls for hearing the presentation, and the Council needs to make sure they get through the entire agenda. She would like public feedback on the recommendations from the Implementation Committee, and it may be more appropriate to have a multiple-hour forum dedicated to the topic. Mayor Elliott agreed a public discussion regarding the recommendations could be beneficial. Councilmember Ryan added he would like to hear two town hall meetings, one when the Council just sits and hear information from the community. The Implementation Committee has not taken public feedback and has only received input from professionals. Mayor Elliott noted the Implementation Committee would share more about their public engagement efforts. Councilmember Graves explained it would be appropriate to receive public comment on the recommendations after the Council has an opportunity to ask questions of the Committee. It would 9/26/22 -1- also be beneficial to have a separate event to hear the community's opinions. Mayor Elliott stated the Council will still have to decide on the recommendations after some listening sessions. City Manager Reggie Edwards noted there seems to be a consensus from the Council for a public comment time during Regular Session Presentations/Proclamations/Recognitions/Donations item 7b. Community Safety and Violence Prevention Implementation Committee Traffic Vehicle Stop and Consent Search Policy Recommendations and for Staff to put together some sort of listening session on the topic. Mayor Elliott added Staff should determine if one or two sessions would be more appropriate. Councilmember Lawrence-Anderson stated it would be an excellent idea to have two separate listening sessions, one on traffic stops and one on consent searches, with involvement from the Implementation Committee. MISCELLANEOUS IMPLEMENTATION COMMITTEE SUNSET Mayor Elliott stated the work of the Implementation Committee is still ongoing. Councilmember Ryan noted he would like to hear from Dr. Edwards on the topic. Dr. Edwards explained he was not prepared for a presentation. The item was on the agenda due to a request from the Council, and the Staff does not currently have a recommendation. Mayor Elliott stated the Duante Wright and Kobe Dimock-Heisler Community Safety and Violence Prevention Act lays out the need for the Implementation Committee and its role. Professionals in the field have also participated in the work, and the efforts have taken some time. The work of the Committee should not be rushed. Councilmember Graves noted she doesn't have an end date in mind herself. She would like to know the date of the presentation of recommendations for the Expanded Response Workgroup. After the presentation and both Workgroups have had the opportunity to participate in listening sessions,then it would make sense for the Implementation Committee to end. The Duante Wright and Kobe Dimock-Heisler Community Safety and Violence Prevention Act then called for a more permanent committee to be created from there,so the work would not end with the Implementation Committee. Councilmember Graves added there needs to be a solid understanding by the community and the Council about the process to set up the permanent committee and determine who and which professions would make up the permanent committee. She added those details should be completed by the end of 2022. Mayor Elliott stated he would like a summary of what the Implementation Committee has 9/26/22 -2- completed and what is yet to be done. Councilmember Graves explained the Implementation Committee has done a great job. The Council should hold off on rushing into a permanent committee to ensure it is done correctly and the right stakeholders are engaged. Councilmember Ryan noted his agreement with Councilmember Graves. He pointed out that other research on the topic has been done in Minnesota, and the Implementation Committee and subsequent committee could look into that information. Councilmember Lawrence-Anderson asked if the Implementation Committee could expedite the process to share their recommendations with the Council before the end of October 2022. She suggested there be an additional meeting on October 31, 2022, to receive the presentation. The sooner the presentation, the sooner the town hall meetings can be held. She stated she doesn't want the effort to drag into yet another year. Mayor Elliott asked when the Council will be ready to take action on the recommendations. Law Enforcement Action Partnership (LEAP) has laid out a schedule for the Implementation Committee. Councilmember Graves stated it is unrealistic to get all of the work done before the end of the year. She wants to vote on both of the recommendations after both presentations and respective town hall meetings are completed. Councilmember Lawrence-Anderson explained she thought the town hall meetings could be in November with a final vote in December. Councilmember Graves asked when the Expanded Response Workgroup would present to the Council. Mayor Elliott stated the Expanded Response Workgroup would present to the Council in two weeks. Dr. Edwards clarified the presentation on the regular agenda includes recommendations about traffic stops and consent search policy recommendations. Councilmember Ryan noted it is difficult to set up a timeline without having received the recommendations. The recommendations will need to be considered by the community, the Council, local law enforcement, potentially other law enforcement professionals, and the City's legal team. The Duante Wright and Kobe Dimock-Heisler Community Safety and Violence Prevention Act called for a 180-day timeline to receive recommendations,but the process has taken far longer. Mayor Elliott stated that 180 days was an ambitious estimate. The community is in a hurry to get changes in place,but it also needs to be done thoroughly. The important thing is that the work gets done. RECOGNITION OF HOUSING COMMISSIONER PAUL OMAN 9/26/22 -3- Councilmember Lawrence-Anderson explained Commissioner Paul Oman passed unexpectedly the previous week. He served on the Housing Commission for several years. She offered condolences to the family and noted her appreciation of the work he did for the City. Mayor Elliott suggested a moment of silence to honor Commissioner Oman. Councilmember Lawrence-Anderson requested Staff send a letter of appreciation or card recognizing the City's appreciation of Commissioner Oman's service. LOUD MUSIC CONCERNS IN THE PARKS Councilmember Graves noted some community members have expressed concerns about loud music being played regularly in a particular park. She asked Staff for an update on the matter. Councilmember Graves added she wants people to enjoy the parks while also respecting residents living near the park. Dr. Edwards confirmed Staff would put together an update.
