A copy of the full City Council packet, including HRA (Housing and Redevelopment Authority), is available to the public. The packet ring binder is located at the entrance of the council chambers. 2.Roll Call 3.Approval of Agenda and Consent Agenda The following items are considered to be routine by the Housing and Redevelopment Authority (HRA) and will been acted by one motion. CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority (HRA) met in a Regular Session called to order by Chair Mike Elliott at 10:12 p.m. 2. ROLL CALL Chair Mike Elliott and Commissioner April Graves, Kris Lawrence-Anderson, and Dan Ryan. Also present were City Manager Reggie Edwards, and City Clerk Barb Suciu. Commissioner Marquita Butler was absent and excused. 3. APPROVAL OF AGENDA AND CONSENT AGENDA Chair Elliott moved and Commissioner Elliott seconded approval of the Agenda and Consent Agenda, and the following item was approved: 3a. APPROVAL OF MINUTES 1. December 6, 2021 – HRA Session Motion passed unanimously. 4. COMMISSION CONSIDERATION ITEMS 4a. RESOLUTION HRA PRELIMINARY 2023 PROPERTY TAX LEVY AND BUDGET Commissioner Ryan moved and Commissioner Lawrence-Anderson seconded adopting HRA RESOLUTION NO. 2022-01 approving the HRA Preliminary 2023 Property Tax Levy. Chair Elliott voted against the same. Motion passed. Commissioner Ryan moved and Commissioner Graves seconded adopting HRA RESOLUTION NO. 2022-01 approving the HRA Preliminary 2023 Property Tax Budget. 9/26/22 -2- DRAFT Motion passed unanimously. Commissioner Lawrence-Anderson stated she would like further discussion on the item. She is fine with the dollar amount, but she would like to reallocate the money across departments. 5. ADJOURNMENT Chair Elliott moved and Commissioner Ryan seconded adjournment of the Housing and Redevelopment Authority meeting at 10:15 p.m. Motion passed unanimously. RESOLUTION ESTABLISHING A PROPERTY TAX LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA, FOR FISCAL YEAR 2023 WHEREAS, Minnesota Statutes require that the final property tax levy be provided to the Hennepin County Auditor no later than December 30, 2022 for taxes payable in calendar year 2023; and WHEREAS, the Housing and Redevelopment Authority of Brooklyn Center, Minnesota pursuant to the provisions of Minnesota Statutes 469.033, Subdivision 6, must certify a final property tax levy resolution to the City Council of the City of Brooklyn Center. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota that a special tax is hereby levied on all taxable real and personal property within the City of Brooklyn Center at the rate of 0.0185% of the total market value of real and personal property situated within the corporate limits of the City of Brooklyn Center that is not exempted by law. BE IT FURTHER RESOLVED that the property tax levied under this resolution be used for the operations and activities of the Housing and Red evelopment Authority of Brooklyn Center, Minnesota pursuant to Minnesota Statutes Chapter 469.001 to 469.047. December 5, 2022 Date Chair The motion for the adoption of the foregoing resolution was duly seconded by member and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. Commissioner introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION APPROVING THE FINAL BUDGET FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA PURSUANT TO MINNESOTA STATUTES CHAPTER 469 WHEREAS, the Housing and Redevelopment Authority of Brooklyn Center, Minnesota has considered the final budget for Fiscal Year 2023. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota that revenues and appropriations for the Housing and Redevelopment Authority are hereby adopted as follows: Housing and Redevelopment Authority Revenues Property Taxes $ 508,633 Total Housing and Redevelopment Authority $ 508,633 Appropriations Transfer to EDA Fund $ 508,633 Total Housing and Redevelopment Authority $508,633 December 5, 2022 Date Chair The motion for the adoption of the foregoing resolution was duly seconded by member and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted.
