OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF
HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
DECEMBER 6, 2021
CITY HALL – COUNCIL CHAMBERS
1. CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Regular Session called
to order by Chair Mike Elliott at 9:49 p.m.
2. ROLL CALL
Chair Mike Elliott and Commissioners Marquita Butler, April Graves, Kris Lawrence-Anderson,
and Dan Ryan. Also present were City Manager Reggie Edwards and City Clerk Barb Suciu.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
Commissioner Ryan moved and Commissioner Graves seconded to approve the Agenda and Con-
sent Agenda, and the following item was approved:

1. September 27, 2021 – Regular Session
Motion passed unanimously.
4. COMMISSION CONSIDERATION ITEMS
4a. RESOLUTION ESTABLISHING A PROPERTY TAX FOR THE PURPOSE OF
DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL
SERVICES AND RELOCATION ASSISTANCE FOR PURSUANT TO THE
PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE
HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER,
MN FOR FISCAL YEAR 2022
Executive Director/City Manager Reggie Edwards stated the Resolution was presented within the
budget presentation during the special session.
Commissioner Ryan moved and Commissioner Graves seconded to adopt HRA RESOLUTION
NO. 2021-___ Establishing a Property Tax Levy for the Purpose of Defraying the Cost of Opera-
tion, Providing Informational and Relocation Assistance Pursuant to the Provisions of Minnesota

Statues Chapter 469.033 for the Housing and Redevelopment Authority of Brooklyn Center, Min-
nesota, for fiscal year 2022.
Motion passed unanimously.
Commissioner Graves moved and Commissioner Ryan seconded to adopt HRA RESOLUTION
NO. 2021-__ Approving the Final Budget for the Housing and Redevelopment Authority of
Brooklyn Center, Minnesota, Pursuant to Minnesota Statutes Chapter 469.
Motion passed unanimously.
5. ADJOURNMENT
Commissioner Graves moved and Commissioner Lawrence-Anderson seconded adjournment of
the Housing and Redevelopment Authority meeting at 9:53 p.m.
Motion passed unanimously.

Commissioner introduced the following resolution and moved its
adoption:
HRA RESOLUTION NO.
RESOLUTION APPROVING THE PRELIMINARY BUDGET FOR THE
HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN
CENTER, MINNESOTA PURSUANT TO MINNESOTA STATUTES
CHAPTER 469
WHEREAS, the Housing and Redevelopment Authority of Brooklyn
Center, Minnesota has considered the preliminary budget for Fiscal Year 2023.
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Redevelopment Authority of Brooklyn Center, Minnesota that revenues and appropriations
for the Housing and Redevelopment Authority are hereby adopted as follows:
Housing and Redevelopment Authority
Revenues
Property Taxes $ 566,088
Total Housing and Redevelopment Authority $ 566,088
Appropriations
Transfer to EDA Fund $ 566,088
Total Housing and Redevelopment Authority $ 566,088
