CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Regular Session called to order by Chair Mike Elliott at 8:26 p.m. The meeting was conducted via Webex. 2. ROLL CALL Chair Mike Elliott and Commissioners Marquita Butler, April Graves, Kris Lawrence-Anderson, and Dan Ryan. Also present were City Manager Curt Boganey, Deputy City Manager Reggie Edwards, Finance Director Mark Ebensteiner, City Clerk Barb Suciu, and City Attorney Troy Gilchrist. 3. APPROVAL OF AGENDA AND CONSENT AGENDA Commissioner Graves moved and Commissioner Ryan seconded approval of the Agenda and Consent Agenda, and the following item was approved: 3a. APPROVAL OF MINUTES 1. December 2, 2019 – Regular Session Motion passed unanimously. 4. COMMISSION CONSIDERATION ITEMS 4a. HRA PRELIMINARY 2021 PROPERTY TAX LEVY AND BUDGET Mr. Boganey stated these actions will allow the City Council to levy funds to be transferred to the Economic Development Authority (EDA), to carry out the functions of the EDA. Commissioner Graves moved and Commissioner Ryan seconded to adopt HRA RESOLUTION NO. 2020-01 Establishing a Preliminary Property Tax Levy Payable in 2021 for the Housing and Redevelopment Authority of Brooklyn Center, Minnesota. Motion passed unanimously. 09/28/20 -2- DRAFT Commissioner Graves moved and President Elliott seconded to adopt HRA RESOLUTION NO. 2020-01 Approving the Preliminary Budget for the Housing and Redevelopment Authority of Brooklyn Center, Minnesota Pursuant to Minnesota Statutes Chapter 469. Motion passed unanimously. 5. ADJOURNMENT Commissioner Graves moved and Commissioner Ryan seconded adjournment of the Housing and Redevelopment Authority meeting at 8:30 p.m. Motion passed unanimously. RESOLUTION ESTABLISHING A PROPERTY TAX LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA, FOR FISCAL YEAR 2021 WHEREAS, Minnesota Statutes require that the final property tax levy be provided to the Hennepin County Auditor no later than December 30, 2020 for taxes payable in calendar year 2021; and WHEREAS, the Housing and Redevelopment Authority of Brooklyn Center, Minnesota pursuant to the provisions of Minnesota Statutes 469.033, Subdivision 6, must certify a final property tax levy resolution to the City Council of the City of Brooklyn Center. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota that a special tax is hereby levied on all taxable real and personal property within the City of Brooklyn Center at the rate of 0.01813% of the total market value of real and personal property situated within the corporate limits of the City of Brooklyn Center that is not exempted by law. BE IT FURTHER RESOLVED that the property tax levied under this resolution be used for the operations and activities of the Housing and Redevelopment Authority of Brooklyn Center, Minnesota pursuant to Minnesota Statutes Chapter 469.001 to 469.047. December 7, 2020 Date Chair The motion for the adoption of the foregoing resolution was duly seconded by member and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. Commissioner introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION APPROVING THE FINAL BUDGET FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF BROOKLYN CENTER, MINNESOTA PURSUANT TO MINNESOTA STATUTES CHAPTER 469 WHEREAS, the Housing and Redevelopment Authority of Brooklyn Center, Minnesota has considered the final budget for Fiscal Year 2021. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota that revenues and appropriations for the Housing and Redevelopment Authority are hereby adopted as follows: Housing and Redevelopment Authority Revenues Property Taxes $ 452,913 Total Housing and Redevelopment Authority $ 452,913 Appropriations Transfer to EDA Fund $ 452,913 Total Housing and Redevelopment Authority $452,913 December 7, 2020 Date Chair The motion for the adoption of the foregoing resolution was duly seconded by member and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted.
