and budget:
Resolution establishing a prel iminary property tax levy payable in
2021 for the Housi ng and Redevelopment Authori ty of Brooklyn
Center, Minnesota.
Resolution approving the preliminary budget for the Housing
and Redevelopment Authori ty of Brooklyn Center, Minnesota
pursuant to Minnesota Statutes Chapter 469.

1. CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Regular Session
called to order by Chair Mike Elliott at 7:34 p.m.
2. ROLL CALL
Chair Mike Elliott and Commissioners Marquita Butler, April Graves, and Dan Ryan.
Commissioner Kris Lawrence-Anderson was absent and excused. Also present were Executive
Director Curt Boganey, Deputy City Manager Reggie Edwards, Acting Finance Director Andy
Splinter, and City Clerk Barb Suciu.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
Commissioner Ryan moved and Commissioner Butler seconded approval of the Agenda and
Consent Agenda, and the following item was approved:

Commissioner Ryan moved and Commissioner Graves seconded to adopt HRA RESOLUTION
NO. 2019-XX Approving the Final Market Value Levy and Budget.
Motion passed unanimously.

B ackground:
T he H R A property tax is calculated by determining 0.0 1 8 5 % of the taxable mar ket v alue of the C ity. This
calcula6on is the maximum es tablished under M innes ota S tatutes 469.03 3 .
For 2021, the pr opos ed levy of $452,913 is a $47,8 4 4 (1 1 .8%) increas e over the 2 0 2 0 amount. The
increase is a res ult of the increas e in total taxable market value of the City. A ll pr oceeds from this proper ty
tax levy are trans fer red to the Economic D evelopment A uthority of the C ity of Br ookly n Center.
B udget I ssues:
T he proposed 2021 H R A levy w ill provide funding for hous ing and economic ac6vi6es within the City of
Brooklyn Center.

Commissioner introduced the following resolution and moved its
adoption:

RESOLUTION APPROVING THE PRELIMINARY BUDGET FOR
THE HOUSING AND REDEVELOPMENT AUTHORITY OF
BROOKLYN CENTER, MINNESOTA PURSUANT TO MINNESOTA
STATUTES CHAPTER 469
WHEREAS, the Housing and Redevelopment Authority of Brooklyn
Center, Minnesota has considered the preliminary budget for Fiscal Year 2021.
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Redevelopment Authority of Brooklyn Center, Minnesota that revenues and
appropriations for the Housing and Redevelopment Authority are hereby adopted as
follows:

Property Taxes $ 452,913
Total Housing and Redevelopment Authority $ 452,913

Commissioner introduced the following resolution and moved its
adoption:
HRA RESOLUTION NO.
RESOLUTION ESTABLISHING A PRELIMINARY PROPERTY TAX LEVY
PAYABLE IN 2021 FOR THE HOUSING AND REDEVELOPMENT
AUTHORITY OF BROOKLYN CENTER, MINNESOTA
WHEREAS, the Housing and Redevelopment Authority of Brooklyn Center,
Minnesota pursuant to the provisions of Minnesota Statutes Chapter 469.033 has the power to
levy and collect taxes
WHEREAS, Minnesota Statutes require that the preliminary property tax levy be
provided to the Hennepin County Auditor no later than September 30, 2020 for taxes payable in
calendar year 2021; and
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment
Authority of Brooklyn Center, Minnesota that a special tax is hereby levied on all taxable real
and personal property within the City of Brooklyn Center at the rate of 0.0185% of the total
market value of real and personal property situated within the corporate limits of the City of
Brooklyn Center that is not exempted by law.
BE IT FURTHER RESOLVED that the property tax levied under this resolution
be used for the operations and activities of the Housing and Redevelopment Authority of
Brooklyn Center, Minnesota pursuant to Minnesota Statutes Chapter 469.001 to 469.047.
