This ensures our city provides the right response at the right time to keep our
residents safe.
The Daunte Wright and Kobe Dimock-Heisler
Community Safety and Violence Prevention Resolution
Ensure community input into all implementation plans
Review and provide comments on any police union
contract before and during contract negotiations.
Make recommendations to the City Council on how to
change and/or initiate programs or policies to improve
community safety and prevent violence.
Review and make recommendations regarding police
use of force during protests and otherwise.
Creates a Community Safety & Violence
Prevention Committee2.
This ensures Brooklyn Center residents have a greater say in what is needed
to make everyone feel safe.
Made up of Brooklyn Center residents and public health experts, the permanent
Committee will:
Civilian traffic enforcement and community response
would send city personnel to provide a critical and
suitable service in situations that don't need an armed
law enforcement response, like mental health distress
and non-moving traffic violations.
Cities across the country have embraced these
strategies as safe and effective approaches that allow
police to prioritize their time on more serious threats.
Establishes a way to send civilian and
community-based responses3.
These are common-sense and evidence-based responses to situations that
do not warrant an armed law enforcement response.
The resolution includes a citywide
“citation and summons” policy requiring police
officers to issue citations only, and prohibiting
custodial arrests for low-level offenses.
This includes any non-moving traffic infraction,
non-felony offense, or non-felony warrant.
Implements immediate safety-oriented
police policy changes4.
This prevents further harm and ensures the peace and safety of all Brooklyn
Center residents while the resolution is being fully implemented.

Community Safety & Violence Prevention
The new Department would oversee:
Community Response Department
An unarmed civilian department made up of trained
medical and mental health professionals, social
workers, and volunteers responsible for responding
to incidents where a city resident is experiencing a
medical, mental health, disability-related, or other
behavioral or social need.
Police Department
Fire Department
A department of armed officers
responsible for responding to
and investigating serious crimes
and immediate threats to safety.
An unarmed civilian department made up of
trained firefighters responsible for responding to
fire suppression needs, coordinating with EMTs
and ambulance service, special rescue situations,
and emergency management.
Traffic Enforcement
Department
An unarmed civilian department
responsible for enforcing non-
moving traffic violations in the
City.
