HomeMy WebLinkAbout1970 09-24 CONCMMinutes of the Proceedings of the Conservation Commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota September 24, 1970 The Conservation Commission was called to order by Chairman Audre Mossberg at 8:00 P.M. Roll Call: Rosella Gunderson, Bonnie Snater, Audre Mossberg, Peter Simmons, Brian Murn, and William Price, with special guest, Peter Wyckoff. Also present was Mrs. Carla Norfleet. A motion was made and seconded to approve the minutes of the September 1, 1970, meeting as submitted. Motion carried unanimously. Commissioner Mossberg announced that the Citizen's Committee meeting was to be held on September 26, 1970, at the West Fall Legion with a special invitation from Mr. Jensen. Peter Simmons, if he is available, may attend the meeting. Chairman Mossberg announced that a joint meeting of the Planning Commission and Conservation Commission will be held on October 22, 1970. A ten year plan for Brooklyn center will be studied by all the Commission members. Special guest, Peter Wyckoff (telephone 546-4080) gave a brief report on the organization known as the Federation of Suburban Ordinance. The Federation was originally started by TURN, P. 0. Box 429, Wayzata, Minnesota, 55391. The Federation's main objective is to have organizations from different communities join with the Federation to work together on issues of importance, i.e. more can be accomplished by joining together than individual organizations could accomplish on their own. As of this date, 26 different organizations have joined the Federation. A Convention will be held on October 30, 1970, at Benilde High School, 2501 Highway 100 South, St. Louis Park. Mr. Wyckoff passed out the following information to the Commission: ACTION PRIORITIES REPORT, September 1, 1970; ORGANIZATIONS INVOLVED WITH FEDERATION: and FEDERATION REPORT ON THE CONVENTION. The Federation plans to have study groups on different issues and will have a representative from each organization on the study program. 40 Commissioner Price gave an explanation about phosphates, nitrates and biodegradable products. Commissioner Gunderson handed out a list containing the phosphate levels found in detergents, soaps, presoaks, additives and bleaches. aw -2- Discussion on the Snowmobile Resolution was postponed until Chairman Mossberg could obtain a copy of Resolution No. 70-23 for the Commission to read and study. Mr. John Home's report "A Descriptive Survey of chloride, Chromate, Nitrate, Sulfate and Phosphate Concentrations in Twin Lake, Ryan Lake and Crystal Lake" was given to Commissioner Brian Murn for review. This report will be passed on to each individual Commissioner for review. Commissioner Gunderson and Commissioner Murn gave their report on the P.T.A. Program. They stated that all the schools have agreed to take part in the program. There are 14 programs in all that are available to the schools so they may have a selection. Both Commissioners stated that they now need to coordinate speakers with the open dates at the schools. it was agreed that the Commission members should feel free to give ideas and to insert current events into the programs if appropriate. Schools will be encouraged to have the children participate by setting up displays, etc. Peter Simmons gave his report on non-returnable bottles. He reported that he had talked with the Manager of the municipal liquor stores and he stated that it would not be economically feasible to stop the sale of non-returnable bottles. It was stated by Commissioner Simmons that it would be unwise for the City to restrict the sale of non-returnable bottles when the consumer could go across the street into any supermarket and buy nonreturnable bottles, therefore, the City would lose the revenue from non-returnables. Mr. Simmons is contacting the National Glass institute located in Washington, D.C. in an attempt to find out what the industries-responsibilities are on this subject. He also intends to talk with the breweries on this subject. It was also stated that perhaps collection agencies could be set up with volunteer help and possibly made profitable.
