HomeMy WebLinkAbout1970 09-01 CONCMr ' Minutei-of the Proceedings of'' • the Conservation Commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota September 1, 1970 The Conservation Commission was called to order by Chairman Audre Mossberg at 8:02 P.M. Roll Call: Chairman Audre Mossberg, Commissioners Sylvia Winkelman, Rosella Gunderson, Peter Simmons, Bonnie Snater and Brian Murn. Also present was B. E. Peterson, Staff Assistant. Motion by Commissioner Murn to approve the July 21, motion carried unanimously. Price and seconded by Commissioner 1970, minutes as submitted. The Commissioner Winkelman briefly mentioned that she was invited to a meeting on indoor incinerators at the Sheridan Ritz Hotel. Chairman Mossberg requested that Mr. Peterson make available to members of the Conservation Commission Mr. John Homme's report • to the City Council on the description survey of chemical concen- trations in Twin Lake, Ryan Lake and Crystal Lake. Mr. Peterson next explained that due to a forthcoming evening class every Tuesday night, that could the Conservation Commission change nights to the second and fourth Thursday of each month. Following individual comments from each of the Commissioners, it was the consensus of the Conservation Commission to hold their regularly sched fed meetings the second and fourth Thursday of each month effective October. Commissioner Simmons next passed out to members of the Commission a booklet entitled "The Ecology and Politics Manual" wirtten by Allen S. Miller and Phil Farnham. Following this Commissioner Price talked about the vacant parcels along the Mississippi River from 53rd to 55th Avenue and expressed concern as to whether or not these parcels could be obtained by the City for park purposes. Following this discussion, Commissioner Winkelman commented that the land owned by the Minnesota Highway Department from 57th Avenue to F.A.T. 94 bridge would be ideal for park purposes. -2- Commissioner Winkelman commented that she has spoken with an official of the Minnesota Highway Department who commented that there is a possibility that the Department of Conservation could lease this land from the highway department for park purposes. Commissioner Gunderson and Murn next discussed forthcoming environmental programs to be held in each of the local school districts. The Commission next discussed the problem of litter in general and as an aspect of it, ways to curtail non-returnable containers. Mr. Peterson pointed out that Roseville is currently experimenting with curtailing the use of no deposit and no return bottles in one of its municipal liquor stores. However, he suggested that before any Commission action is taken, that Mr. Truman Nelson, liquor store manager, be consulted to determine what the present use of non-returnable containers. Chairman Mossberg then requested that Commissioner Simmons contact Mr. Nelson to obtain the necessary information. For the remainder of the evening, the commission discussed the Snowmobile Ordinance and the Council's request of February 7, 1970, in which the Commission was asked to consider the matter of snowmobile operations in City parks and pass on their recommendations to the Park and Recreation Commission. Following a discussion it was the concensus of the Commission that snow- mobiles should be eliminated from all City parks with the exception that they should be permitted in the area south of 69th Avenue North and North of Interstate 94, including Shingle Creek Parkway. Commissioner Mossberg agreed to prepare a draft snowmobile resolution expressing the feelings of the Conservation Commission for the next meeting. Commission Winkelman briefly commented that the Metropolitan Airports Commission has approved a lease of the land in the Northeast corner of the Crystal Airport area amongst the City of Crystal and the City of Brooklyn Center. it will now be the responsibility of these two communities to plan and operate the Kylawn Airport area in accordance with the terms of MAC's lease of said area. Motion by Commissioner Price and seconded by Commissioner Simmons to adjourn. The motion carried unanimously. The Conservation Commission adjourned at 10;27 P.M. • Chairman
