Conservation Commission of the City
of Brooklyn Center in the County of
Hennepin and State of Minnesota
July 21, 1970
The Conservation Commission was called to order by Chairman
Audre Mossberg at 8:17 P.M.
Roll Call: Chairman Audre Mossberg, Commissioners Sylvia
Winkelman, Bonnie Snater, Dr. Brian Murn, and William Price.
Also present was B. E. Peterson, Staff Assistant.
Motion by Commissioner Winkelman, and seconded by
Commissioner Murn to approve the June 16, 1970, minutes as sub-
mitted. The motion carried unanimously.
Chairman Mossberg then passed out a brochure on the new
City refuse ordinance which bans backyard burning effective
July 1, 1970.
Following this Commissioner Winkelman commented to the
Commission on land along the Mississippi River from 57th Avenue
North to Interstate 94. She stated that the Conservation
Commission should urge the Park and Recreation Commission to
upgrade the existing dirt road when time permits. She further
stated that the State Department of Conservation would authorize
dredging for boat launching purposes. Mrs. Winkelman stated
that it was her opinion that there was a strong public interest
for developing this land along the Mississippi River.
Commissioner Winkelman next briefed the Conservation
Commission on the Kylawn Airport Advisory Task Force Committee
stating that that Committee will meet on the second Monday of
each month. There followed a discussion on the role of the
advisory committee as related to the Conservation Commission
and the Park and Recreation Commission. Only major long term
plans need to be brought to the Commission. Mrs. Winkelman
then commented that the City of Brooklyn Center will prepare
agendas and minutes for the Kylawn Airport Advisory Task Force
Committee.
Commissioner Winkelman further commented that the Park and
Recreation Commission, at its July 8th meeting, approved the
use of the western portion of Kylawn Park for a period of five
years at the end of which time the project will be reviewed and
re-evaluated by the Park and Recreation Commission. She also

stated that it was an agreement that all plans and proposals
10 for development and programming for that area would be presented
to the Park and Recreation Commission for approval prior to
the commencement of any work in said area. The Secretary
then commented to the Commission that the City Council, on July
13, 1970, passed a resolution supporting the concept of a
wildlife habitat and environmental park and authorized the City
Manager to enter into any necessary negotiations with the
involved governmental agencies in order to implement the
Conservation Commission's proposals.
Chairman Mossberg next discussed the need to cooperate with
local P.T.A. groups and schools in developing environmental
conservation programs by this coming Fall. She stated that
Commissioners Gunderson and Murn are now in the process of
planning for these environmental programs. Commissioner Gunderson
then suggested to the Commission that letters be sent to the
P.T.A. presidents and school principals informing them of the
Conservation Commission's intent on cooperating and developing
environmental programs with their assistance. She further
stated that resource people from federal and state agencies as
well as private foundations will be used in developing the
public lectures on the environment.
Commissioner Winkelman suggested that the commission request
that an official from the Hennepin County Park Reserve District
inform the Commission of the district's plans for developing
parlor and rivers in Hennepin County.
Commissioner Winkelman then reminded the commission that
they should review the Snowmobile ordinance and Snowmobile
operation in City Parks at the September 9th meeting. The
Secretary was instructed to make copies of the snowmobile ordinance
available to all members of the Commission as well as to pro-
vide copies of the Council's discussion on snowmobile operations
of February 2, 1970 and the Park and Recreation Commission
minutes of January 7, 1970.
Motion by Commissioner Murn and seconded by Commissioner
Gunderson to adjourn. The motion carried unanimously. The
Conservation Commission adjourned at 9:45 P.M.
