HomeMy WebLinkAbout1970 06-16 CONCM~ v Minutes of the Proceedings of the Conservation Commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota June 16, 1970 The Conservation Commission was called to order by Chairman Audre Mossberg at 8:15 P.M. Roll Call: Chairman Audre Mossberg, Commissioners Sylvia Winkelman, Bonnie Snater, and Peter Simmons. Also present were City Public Health Sanitarian Robert Hutchison, Mrs. Northfleet, and R. E. Peterson. Motion by Commissioner Winkelman and Peconded by Camminsinner Snater to approve the corrected minutes of May 19, 1970, and the minutes of the June 2, 1970, as submitted. The motion carried unanimously. Chairman Mossberg announced that Mr. John Homme, Science teacher at the Robbinsdale Junior High School, will be meeting with her and Mr. Willard on Thursday to explain his water quality study for Twin Lakes and to request that the City of Brooklyn Center participate in financing said study. Other Commissioners and Mr. Hutchison were invited to attend. Chairman Mossberg next announced that School District #281 has received funding for conservation pilot programs to be initiated in all grades from kindergarten through 12th grade. The Commission next heard,from Commissioner Winkelman, a proposal to be presented to the park and Recreation Commission requesting that the 7 acres on the west side of Kylawn Park be set aside with the 40 acres of land in the Crystal Airport area adjacent to Kylawn Park. Following a discussion of this proposal, a motion was made by Commissioner Winkelman and seconded by Commissioner Snater that the Brooklyn Center Conservation Commission proposes to the Brooklyn Center Park and Recreation Commission that the 7 acres on the west side of Kylawn Park exclusive of the park parking lot be prepared as an environmental park; the purpose being the same as the adjacent 40 acres of land in the Crystal Airport area. The motion carried unanimously. The Commission next discussed a resolution requesting that the Brooklyn Center Conservation Commission receive approval from r , s -2- the Park and Recreation commission and authorization from the City Council to enter into an open space lease agreement with the Metropolitan Airports Commission and the City of Crystal for lands in the Crystal Airport area. Commissioner Sylvia Winkelman introduced the following resolution and moved its adoption: RESOLUTION NO. 70-1 RESOLUTION REQUESTING THAT THE BROOKLYN CENTER CONSERVATION COMMISSION RECEIVE APPROVAL FROM THE PARK AND RECREATION COMMISSION AND AUTHORIZATION FROM THE CITY COUNCIL TO ENTER INTO AN OPEN SPACE LEASE AGREEMENT WITH THE METROPOLITAN AIRPORTS COMMISSION AND CITY OF CRYSTAL FOR LANDS IN THE CRYSTAL, AIRPORT AREA. WHEREAS, in the fulfillment of its purpose the Brooklyn center Conservation Commission is coordinating activities with other communities and agencies in matters pertinent to the conservation of environmental resources such as water and land boundaries, the improvement of habitat for wild species, and the planned use for parks having natural wildlife areas; and WHEREAS, the Conservation Commission, through its Kylawn/ Airport Task Group, cleaned up debris in said Crystal Airport open space area on April 25 and May 2, 1970; and WHEREAS, during the clean-up activities on said open space area, the Conservation Commission met with officials of the Metropolitan Airports Commission on April 30, 1970; and WHEREAS, as the result of this meeting, officials of the Metropolitan Airports Commission indicated that they would be willing to lease that part of the Crystal Airport buffer area adjacent to Brooklyn Center for preservation as a wildlife habitat area and an environmental park; and WHEREAS, the Conservation Commission's Kylawn Park/Airport Task Group meetings of May 21 and May 26 centered on the use of the subject property area by park departments, adjacent schools, and youth groups; and WHEREAS, the Brooklyn concluded that it would be Brooklyn Center to enter i; of the City of Crystal and regarding approximately 40 adjacent to Kylawn Park in Center Conservation Commission has in the best interest of the City of nto a lease agreement among the parties the Metropolitan Airports Commission acres within the Crystal Airport area Brooklyn Center; -3- NOW, THEREFORE, IT IS HEREBY REC04M7ENDED to the Brooklyn Center Park and Recreation Commission for approval and the City Council for authorization to allow: 1. For a 5 year lease agreement to be drawn yip by the Metropolitan Airports commission among the following parties - Metropolitan Airports Commission, City of Crystal and the City of Brooklyn Center regarding approximately 40 acres of land within the Crystal Airport area and adjacent to Kylawn Park area which includes the following parcels: T118-R21, North one-half Section 4 (Parcel 1022) - 9.66 acres (Parcel 800) - 10.60 acres (Parcel 600) - 20 acres 2. That in the lease agreement that the City of Crystal continue to provide fire and police protection and that snowmobiles and mini-bikes and all motor vehicles be prohibited. 0 3. That the annual schedule of projects for this property shall be determined before March 1 of each year by the following parties: Kylawn Park/Airport Task Group, Brooklyn Center Conservation Commission, Crystal and Brooklyn Center Park and Recreation Departments and Schools Districts 281 (Robbin.sdale) and 279 (Osseo). 4. That any improvments of the area such as fencing, wildlife landscape planting, nature trails, shall be proposed to the Metropolitan Airports Commission for their consideration. 5. Until this lease terminates, the subject property is intended to remain undeveloped except for the purposes of environmental education, nature study and wildlife preservation. June 16, 1970 Date Chairman Conservation Commission The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Peter Simmons, and upon vote being taken thereon, the following voted in favor thereof: Audre Mossberg, Sylvia Winkelman, Peter Simmons and Bonnie Snater, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. -4- The Commission members next received suggestions from the Public Health Sanitarian, Robert Hutchison, on how to communicate to the public the new garbage and refuse ordinance which bans backyard burning. It was the concensus of the Conservation Commission to establish July 21st and August 18th as regularly scheduled summer meeting dates. Chairman Mossberg suggested that members of the Commission should make an on-site visit to Shingle Creek at 6:30 P.M. June 23rd, after which there would be a pot luck supper at 5924 Upton Avenue North. Chairman Mossberg next commented that commissioner Gunderson has suggested a series of environmental programs which would rotate among the local schools and would be of topical interest to the general public. Commissioner Winkelman announced that she would attend the Park and Recreation Commission meeting on Wednesday, June 16, 1970, in order to explain to that Commission any questions regarding the resolution to lease open space land from the Metropolitan Airports Commission in the Crystal Airport area; also to get the Park and Recreation Commission's reaction to a request to set aside 7 acres on the west side of Kylawn Park to be used as an environmental park in conjunction with the adjacent land in the Crystal Airport area. Motion by Commissioner Peter Simmons, seconded by Commissioner Winkelman, to adjourn. The motion carried unanimously. The Conservation Commission adjourned at 10:01 P.M. Chairman
