June 2, 1970
The Conservation Commission was called to order by
chairman Audre Mossberg at 8:21 P.M.
Roll Call. Chairman Audre Mossberg, Commissioners
Rosella Gunderson, Sylvia Winkelman, Peter Simmons, Bonnie
Snater, Dr. Brian Murn, and William Price. Also present was
B. E. Peterson, staff assistant.
Motion by Commissioner Simmons, seconded by Commissioner
Gunderson, to approve the minutes of May 19, 1970, as amended,
and to direct the Secretary to issue corrected copies.
Commissioner Simmons announced that he has written the
first of a series of articles dealing with conservation that
will be published by the Brooklyn Center Sun Newspaper
possibly on June 11, 1970.
Following corm isaioner s im oons comments, the Secretary
suggested that the Commission contact representatives of
private refuse haulers as well as the Public Health Sanitarian
to solicit their practical suggestions in developing a simple
and graphic brochure explaing the new city garbage and refuse
ordinances banning backyard burning.
Chairman Mossberg recognized Mr. Myshak, Scout Director
for the Cross of Glory Church Boy Scout Troop No. 403. Mr.
Myshak stated the he had'some candidates for the Eagle Scout
Badge and that one of their requirements for receiving this
Badge is to work in the area of conservation. He stated that
he would be interested in working with Commissioner Winkelman
in order for his Scouts)k-o obtain sufficient knowledge of
conservation practices that should come out of the Kylawn/
Airport Task acquisition and development of a 40 acre
environmental park.
The Commission next received reports from Commissioner
Winkelman regarding the results of meetings with the Kylawn/.
Airport Task Force for 40 acres of open space adjacent to
Kylawn Park in Brooklyn Center. Commissioner Winkelman
submitted results of Kylawn/Airport Task Group meetings of

May 21st and 26th, 1970, and asked that these be printed in
the minutes. Also Commissioner Winkelman recommended that
those people on the Kylawn /Airport Task Group Committe should
also be listed in the minutes.
Report of the Meeting held on May 21, 1970
The Kylawn Airport Task Group met at Orchard Lane
School on Thursday, May 21, at 7:00 P.M. Mr. Carl Vogt
from the Environmental Science Center (E.S.C.) conducted
a tour of the area and gave suggestions as to possible uses
either improved or natural and probable costs to implement
the improvements.
A meeting followed in the school involving discussions
of proposed goals, ways to reach those goals and possible
involvement by park departments, schools, scout troops and
citizens.
It was agreed that fencing will be a necessary item.
Further, both City Park and Recreation Departments asked
to have a specific proposal sent to them for study and
possible agreement.
Present at the meeting were representatives from the
Park and Recreation Commissions of Brooklyn Center and
Crystal, the Park Director from Crystal, representatives
from area schools, scout leaders and interested citizens.
Volunteers for a steering committee were solicited as
well as individuals to help in other capacities. A steering
committee was set up, subsequently, with 9 members serving.

Representatives from the Brooklyn Center Conservation
Commission and the Human Behavior Committee from Crystal met
with representatives of four elementary schools that are in
close proximity to the Kylawn Airport land.
Present at the meeting were Sylvia Winkelman, Audre
Mossberg, Pauline Langsdorf, Donald Gillquist, Roger Hastings,
Lowell Hammer, Carl Bloedel, Harold Johnson and Mr. Jefferson.
A discussion involving what information could be given
to all elementary students in the area before school adjourns
to insure proper care of the area during the summer months
ensued.
It was decided that a flyer be sent home with the students
that they would participate in making up. Some drawings,
a map, and a list of do's and don't's would be included
in the flyer.
Further discussion centered around the role of the school
in development and use of the area. Federal grants are pending
which would offer money for environmental education curriculum
to be implemented this fall. If the grant fails, the curriculum
would proceed at a slower rate but a possible staff person
from School District #279 may be available to schedule all
school use. individual teachers would be encouraged to use
the area with a portable classroom.

The Commission next considered a draft resolution
regarding the Commission's intention to propose a lease
among the City of Brooklyn Center, the City of Crystal,
and the Metropolitan Airports Commission regarding 40 acres
of open space that is part of the Crystal Airport buffer
area and adjacent to Kylawn Park in Brooklyn Center. The
Secretary recommended to the Commission that this resolution
be re- drafted in order to include the recommendations of the
Kylawn Airport Task Force Committee meetings of May 21st
and May 26th.
Commission Murn next commented on the North Hennepin
Junior College Seminar he attended and suggested ways in which
this Commission could use the information gained.
Commissioner Murn and others discussed ways that the
Conservation Commission could act on proposed state legis-
lative and congressional legislative laws affecting the
environment. The Secretary recommended that if the
Commission felt strongly about present and proposed laws
affecting the environment, that they should express their
thoughts in a resolution either to the City Council or to
their state and federal elected officials.
Chairman Mossberg next encouraged Commissioners to
suggest specific ideas for future Commission plans of work.
Following this, it was the concensus of the Commission
to have only one meeting a month for the months of July and
August.
Chairman Mossberg next suggested and the Conservation
Commission agreed to table discussion of items involving Ham
Lake and access to the Mississippi River below Interstate 94
until the next Conservation Commission meeting.
Motion by Commissioner Murn and seconded by Commissioner
Price to adjourn. The motion carried unanimously. The
Conservation Commission adjourned at 10 :36 P.M.
Chairman
