Conservation Commissior, of the City
of Brooklyn Center in the County of
Hennepin and State of Minnesota
May 5, 1970
The Conservation Commission was called to order by Chairman
Audre Mossberg at 8:11 P.M.
Roll Call: Chairman Audre Mossberg, Commissioners Sylvia
Winkelman, Bonnie Snater and William Price.". Also present were
B. E. Peterson, Staff Assistant and Don Gunderson.

1) Received a letter from Robert Van Haur, of the
Golden Valley Conservation group inquiring about the
Brooklyn Center Conservation Commission.
2) Contact has been made with Mr. John Casey, a member
of MECCA (Minnesota Environmental Citizen's Control
Association). Mr. Casey will provide the Commission
with copies of the resolutions and minutes of MECCA.
3. Commissioner Murn is working with Brooklyn Center
School District #281 regarding a pilot school in
establishing conservation curriculum for kinder-
garten through 12th grade.
4) Midland Glass project will have the assistance of
Mr. Chuck Carey and Brooklyn Center School students on
May 15th and 16th for collecting glass bottles at
each of the elementary schools with the assistance
of the Brooklyn Center Park and Recreation Department.
At this time, under the item of old business, commissioner
Mossberg asked Commission members for reports.
Commissioner Winkelman reported that clean-up activities in
Kylawn Park and the Crystal Airport area took place on respective
Saturdays of April 25th and May 2nd. Assistance was provided by
the Metropolitan Airports Commission under the supervision of Ben H.
Taylor. Over 25 truck loads of debris were collected over both
weekends. The Turnquist Bag Company donated 500 plastic trash
bags for this clean-up campaign.

Commissioner Snater reported to the Commision that the Brooklyn
Center Garden Club will plant a wildflower garden in the Courtyard
of Northport School under the direction of Northport Principal
Ed Kaiser. At this time, Commissioner Mossberg and members of the
Commission discussed Northport Elementary School's environmental
education program being planned for the summer school students.
Motion by Coziaissioner Winkelman, seconded by Commissioner
Snater, that-any future newspaper articles written about the Palmer
Lake Park Basin highlight the ecology and uniqueness of the area.
Commissioner Price reported to the Commission his appearance
and discussion with members of the Sportsman's Club of Golden Valley.

The Commission recessed at 9:25 and resumed at 9:30 P.M.
In the absence of Commissioner Gunderson, Mr. Don Gunderson,
husband, discussed with the Commission Commissioner Gunderson's
report on the environmental seminar meeting of April 21, 1970, at
the North Hennepin Junior College.
Chairman Mossberg asked to defer any discussion on a lease
proposal of undeveloped land in the Crystal Airport until the
Crystal Human Development Commission has been contacted.
Commissioner Mossberg reminded the Commission that a summary
draft will be prepared of the Commission's activities for the past
three months.
Commissioner Mossberg and Snater agreed that conservation
articles appearing in the newspapers should be clipped and compiled
and turned over to the Brooklyn Center Branch,..Library.
Motion by Commissioner Price and seconded by Commissioner
Winkelman to adjourn. The lotion carried unanimously. The
Conservall--ion Commission adjourned at 10:00 P.M.

Some activities were difficult to place clearly in one responsi-
bility and many seemed to overlap.
1. "Conduct informational programs to increase public
awareness in conservation matters. . . is
Regular articles submitted for publication in weekly
newspaper and organization bulletins.
Established and maintained clipping files for reference
on evironmental matters.
Gathered printed resources and began to compile biblio-
graphy in field of conservation.
Previewed and used environmental 'films at meetings.
Provided posters and other materials to grade schools.
2. "Know current problems and future plans regarding the
• following. .
Clean Air - Discussed and studied Northern States Power
proposal and counter proposals concerning air pollution.
Attended Pollution Control Agency hearings and
discussed them in relation to local situations.
Watershed & Clean Water - Started task groups to evaluate
use of Shingle Creek, Palmer Lake and Twin Lake. Read
studies made of past and present conditions of Shingle
Creek and Palmer Lake.
Beautification - Plans were made and suggestions offered
for future - current nroiects in Evergreen Park, Kyle Park/
Airport land, Northport School, Xerxes Avenue.
Land Use - Continuous use has been made of city zoning
maps to familiarize members with city plans.
Regularly reviewed Planning Commission minutes to
determine impact of proposals on environmental future of
the area.
Obtained tentative approval for use of 40 acres of
• airport land for a nature site.
Toured Kyle Park/Airport area and Palmer Lake area to
determine effect of dumping and snowmobiling on land and
marshes.

Solid Waste Disposal - Have been advised by City staff of
progress being made to assure pick up and disposal
40 facilities for residents refuse prior to July 1 ban on
burning - Publicized same.
3. "Provide information to and co-ordination with the school
districts of Brooklyn Center on education use of wild
areas. .
Commission members are maintaining continuous contacts
with each local school as follows:
Snater - Evergreen, Osseo High
Murn - Northport #281
Winkelman - Palmer Lake, Fair Oaks, Orchard Lane
Gunderson - Earle Brown
Price - Simmons - Brooklyn Center High School
Discussed with Mr. Kaiser Northport's summer outdoor
education session and will assist in wild flower planting,
resources, people places.
Task groups formed to help students at orchard Lane,
Fair Oaks, Northport to use Kyle Park/Airport area for
educational use.
Conducted teach-in program activities for all children
at Evergreen School.
4. "Provide information to and co-ordination as follows. .
Maintained contacts with other organizations as follows:
Girl Scouts - Jaycees - MossbeSa
Campfire & P.T.A. of her schools - Winkelman
Garden Club - Snater
Upper Twin Lake group - Boy Scouts - Murn
Nature Conservancy - Price
Conservation Federation - Gunderson
Students for Environmental Defence - Simmons
Recruited people to assist on projects and compiled a card
file of volunteers.
Worked with 37 groups (Boy Scouts, Girl Scouts, Campfire,
School) on clean up of Kyle park/Airport land.
Held panel discussion at Earle Brown P.T.A. - 50 adults.

Spoke to Garden Club and Girl Scout leaders meeting -
• 23 adults.
Presented program for Campfire troops - 24 girls - 3 adults.
Showed film and had discussion at Sportsman's Club meeting
40 adults (Robbinsdale and Brooklyn Park residents too)

Established contacts with conservation groups in Crystal,
Bloomington, New Brighton, Golden Valley, Brooklyn Park,
and Rochester.
6. "Consult with Brooklyn Center Park and Recreation Commission
on conservation and natural aspects of parks.. .
Invited Park Department Director and Chairman to meeting
and discussed park plans and common goals.
Received Park planning maps and sent recommendations
regarding plantings to Park commission.
