April 7, 1970 The Conservation Commission was called to order by Chairman Audre Mossberg at 8:10 P.M. Roll Call: Chairman Audre Mossberg, Commissioners Sylvia Winkelman, Rosella Gunderson, Peter Simons, and William Price were present. Also present were Robert Haarman, Staff Assistant, Robert Kolstad and John Benson. Motion was made by Gunderson, seconded by Winkelman, to approve the minutes of the regular meeting of March 17, 1970, as submitted. The motion carried unanimously. various announcements were made by Chairman Mossberg,.including: 1) A prospective City Council invitation to the Conservation Commission to attend a forthcoming Council meeting which will consider a progress report to be given by the City Manager relative to the State Pollution Control Agency and the problem of air pollution. 2) Attendance at the "Environmental Crisis Seminar" being held at North Hennepin State Junior College with Commissioner Peter Simons, Rosella Gunderson and Brian Murn to attend Tuesdays, April 14, 21 and 28, respectively. 3) Receipt of an invitation to participate in "Project 8011, a Minnesota Environmental Resources Inventory being conducted jointly by the Minnesota Department of Conservation and the State Planning Agency. Following a brief discussion of hydrology studies of the Palmer Lake Basin, the Commission engaged in a discussion of plans for East and West Palmer Lake Parks with Councilman Willard. A motion was made by Simons, seconded by Gunderson, to approve Conservation Commission Resolution No. 1970-1, a Resolution Recommendinq Prohibition of Dumuinct on the South Side of Palmer Lake Basin. The motion carried unanimously. RESOLUTION NO. 1970-1 A RESOLUTION RECOMMENDING PROMBITION OF DUMPING ON THE SOUTH SIDE OF PALMER LAKE BASIN WHEREAS, theconservation Commission concludes that it would be in the best interest of the City of Brooklyn Center to prohibit the dumping of refuse, garbage, rubbish, waste, solid waste or clean fill within the Palmer Lake Basin, NOW THEREFORE, IT IS HEREBY RECOMMENDED to the city council that: 1. The present access to the Palmer Lake Basin, off 69th Avenue North, be blocked immediately to prevent further illegal dumping and filling in of that area. 2. The City of Brooklyn Center should immediately cease dumping in this area the material collected by snow removal equipment, street cleaning and maintenance equipment or other refuse collected or disposed of by the City. -3- At this time commissioner Sylvia Winkelman, who is heading a task group promoting the spring clean-up of Kylawn Park tenta- tively scheduled for May 2, 1970, discussed that project with the Commission and Councilman Willard. The remainder of the meeting consisted of a discussion by the Commission of various subjects receiving their consideration including: 1. A memo from Mayor Cohen addressed to the Conservation Commission regarding activities of the Conservation Commission during Conservation Week April 19 to the 25th encouraging the Commission to get publicity on its activities. 2. Chairman Mossberg announced that she was writing the first of a series of newspaper articles to be published by the Brooklyn Center Post and encourage the other Commissioners to write articles for publication. Commissioner Simons indicated that a "calendar of events" related to the environment, conservation or ecology would be appropriate adjacent to this newspaper article. • 3. The meeting of the Minnesota Senate Public Domain Committee to be attended by Commissioner Peter Simons. 4. The compilation of a list of documents, books and maps now in the possession of the conservation Commission with a listing to be given to the individual Commissioners. 5. Councilman Theodore Willard's announcement that someone will soon be taking periodic water quality measurements in the Palmer Lake Basin. Motion was made by Price, seconded by Simons to adjourn.
