HomeMy WebLinkAbout1970 03-17 CONCMMinutes of the Proceedings of the Conservation Commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota March 17, 1970 The Conservation Commission was called to order by Chairman Audre Mossberg at 8:05 P.M. Roll Call: Chairman Audre Mossberg, Commissioners Sylvia Winkelman, Rosella Gunderson, Peter Simons, Bonnie Snater and Brian Murn were present. Also present was Robert Haarman, staff assistant. Motion was made by Murn, seconded by Gunderson, to approve the minutes of the regular meeting of March 3, 1970, as submitted. The motion carried unanimously. Various announcements were made by Chairman Mossberg including: 1. A Governor's Conference on the environment to be held in the near future. Chairman Mossberg indicated that Councilman Theodore Willard was checking on whether or not it would be appropriate for members of the Brooklyn Center Conservation Commission to attend. 2. A memo received from Mayor Cohen pointing out that Arbor Day will be observed in Minnesota this year on Friday, April 24th, and conservation Week, April 19th to the 25th. 3. The "Environmental Crisis Seminar" to be held at North Hennepin State Junior College in cooperation with the Minnesota Environmental Sciences Foundation, Inc. This seminar will be held on Tuesdays starting March 31st and continuing until May 19, 1970. 4. Receipt of literature describing nature conservancy areas within the State of Minnesota. 5. A forthcoming meeting of Upper Twin Lake homeowners, including residents of Crystal and Brooklyn Center. (Commissioner William Price arrived at 8:10 P.M. during these announcements.) 0 -2- At this time Commissioner Sylvia Winkelman, who is heading a task group promoting a spring clean-up of Kylawn Park, outlined tentative goals for that project which will involve students from the orchard Lane, Fair Oaks and Northport Schools, local Boy and Girl Scout groups and P.T.A.'s. Following a discussion of the proposed activities with Mrs. Winkelman, Chairman Mossberg spoke of tentative arrangements being made for another meeting of the Conservation Commission with Park and Recreation Commission including staff assistants and mayor Cohen. At this time Commissioner Bonnie Snater discussed a meeting she had with Eugene Hagel, Park and Recreation Director, regarding plantings within Evergreen park and other City parks in conjunction with the Brooklyn Center Garden Club. One result of that meeting was that future summer activities conducted by the Brooklyn Center Park Department will possibly include a nature field study activity. As the next item of business, the Commission entertained a discussion of philosophies relating to park use and the concept of park versus playground or a possible park/playground dichotomy. The concept of multiple use was also discussed. At this time Chairman Mossberg recognized Mr. and Mrs. Maynard Knutson. Mrs. Knutson is state chairwoman for the "Minnesota Johnny Horizon" program, an educational and promotional program sponsored by the U. S. Department of Interior's Bureau of Land Management. The Johnny Horizon promotion is an attempt to clean up the litter on public lands and is similar in its approach to the "Smoky, The Bear" promotion of the U. S. Forest Service. Mrs. Knutson gave a presentation of what the program was attempting to do, indicating that the Conservation Commission or interested citizens desiring further information should contact: Minnesota Johnny Horizon Program 5620 West Broadway Minneapolis, Minnesota 55428 The remainder of the meeting consisted of a discussion by the Commission of various subject receiving their consideration including: 1. Possible attendance at a "multi-media" presentation on the environment in Richfield on March 31, 1970. -3- 2. A memo from Mayor Cohen addressed to the Conser- vation Commission regarding future activities of the Conservation Commission. 3. Discussion of the controversial Blue Earth Dam Project being sponsored by the U. S. Army Corp of Engineers, with the matter being referred to Commissioner Gunderson for further study and a report back to the Conservation Commission at its next meeting. A motion was made by Simons, seconded by Murn, to adjourn. The motion carried unanimously. Adjournment came at 10:30 P.M. Chairman
