HomeMy WebLinkAbout1970 03-03 CONCMw Minutes of the Proceedings of the • Conservation Commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota March 3, 1970 The Conservation Commission was called to order by Chair- man Audre Mossberg at 8:10 P.M. Roll Call: Chairman Audre Mossberg, Commissioners Sylvia Winkelman, Rosella Gunderson, Peter Simmons, Bonnie Snater, Brian Murn and William Price were present. Also present were Mssrs. Burt Dorff, Don Gunderson, and Robert Haarman, staff assistant. Following a discussion of the minutes with Brian Murn, who was absent from the previous meeting, a motion was made by Price, seconded by Murn, to approve the. minutes of the regular meeting of February 17, 1970, as submitted. The motion carried unanimously. Chairman Mossberg announced that the Metropolitan Clean Air Committee was sponsoring a "dirty Picture" contest and • suggested the Commissioners might participate if they are interested. Chairman Mossberg also acknowledged receipt of a letter from Mr. Roy Johnson regarding the Camden Park/Highway Department controversy. Individual commissioners spoke of their contacts with other public and civic groups having similar interests to those of the Brooklyn Center Conservation Commission, including: 1. A meeting of the Minnesota Foresters Association attended by Commissioners Winkelman and Mossberg; 2. A meeting of the Association of North Suburban residents attended by Commissioner Price which included a talk by a MECCA spokesman on the Lake Superior Pollution Problem, and at which time a movie entitled "Who Killed Lake Erie" was shown; 3. A meeting of the Minnesota Environmental Resources Council which was attended by Commissioners Snater, Price and Winkelman, which demonstrated the need for imaginative thinking and new ideas from citizens, to help government solve the problems of the future. 10 (At this time, 9:15 P.M., Councilman Theodore Willard arrived-) r -2- A discussion among the Commissioners ensued regarding the scope and purpose of the Minnesota Environmental Resources Council (MERC) and the Minnesota Environmental Citizen's Control Association (MECCA). It was explained by Commissioner Price that MERC is not incorporated. Its purpose is to disseminate information; it is non-profit and it does not lobby. MECCA, on the other hand, is incorporated and. spends time an money lobbying for particular interests.and legislation. Motion was made by Murn and seconded by Snater to join MERC as an association. Discussion of the motion centered on what responsibility the Brooklyn Center Conservation Commission would have to MERC should it affiliate. The concensus of the Commission was that it did not have enough information rela- tive to affiliation with MERC and the motion was withdrawn. (At this time, 9:30 P.M., Chairman Mossberg called for a recess. The meeting resumed at 9:40 P.M.) The Commission next viewed a slide presentation narrated by Commissioner Price which impressed the commission that at least some of Brooklyn Center's citizens are displaying a reckless attitude towards their environment. Slides showing evidence of litter, construction debris, and other solid waste materials were viewed. Chairman Mossberg, speaking for herself and Commissioners Winkelman and Snater, mentioned that their field trip in the Kylawn Park area indicated some damage to the area including the chopping down of trees. At this time, staff assistant Bob Haarman, presented a review of events regarding a proposed residential development of the northeast pennisula on Upper Twin Lake. Mr. Haarman indicated that the City was in the process of acquiring the property under the provisions of a recently approved Federal Grant from the U. S. Department of Housing and Urban Development. The remainder of the meeting consisted of a discussion by the Commission of various subjects receiving their consid- eration, including: 1. A task group to be headed up by Commissioner Winkelman which will promote a spring clean- up of Kylawn Park. 40 2. A task group force to be headed up Snater which will promote planting Park and school area in conjunction by Commissioner in Evergreen with the ,I- -3- Brooklyn Center Garden Club. Commissioner Gunderson will help with trees. 3. Commissioner Gunderson volunteered tD distribute materials to schools for National wildlife week, March 15 - 21. 4. A discussion with Commissioner Murn of a summer school program on conservation to be held at the Northport School. 5. A discussion with Commissioner Simmons of a "multi-media presentation on the environment" which could be given to any interested group. Motion was made by Snater, seconded by Winkelman, to adjourn.
