Minutes of the Proceedings of the
Conservation Commission of the City
of Brooklyn Center in the County of
Henneoin and State of Minnesota
December 23, 1971
The Conservation Commission met in regular session and was called to
order by Chairman Audre Mossberg at 7:35 P.M.
Roll Call: Chairman Mossberg, Commissioners Almen, Gross and
Winkelman. Also present were Councilman-elect Maurice Britts and Administra-
tive Assistant Blair Tremere.
The first item of business was a discussion of snowmobile use and regula-
tion within the City of Brooklyn Center. Commissioner Winkelman stated that
there was evident damage to plantings and nesting areas in the Kylawn area. She
noted that signs were posted on the perimeter of the Kylawn area prohibiting
motorized vehicles. She stated that members of the Brooklyn Center Snowmobile
Patrol had indicated at the recent public hearing that they vo uld make an effort
to retard indiscriminate use of snowmobiles in tlm Kylawn area. She commented,
however, that local authorities apparently had some difficulty in enforcing the
provisions of the snowmobile ordinance in the Kylawn area as well as other areas
of the City.
Chairman Mossberg recognized Councilman-elect Britts who stated that
difficulty in enforcing snowmobile ordinances was not unique to Brooklyn Center.
He stated that without snowmobiles and other effictive means of executing the
provisions of local ordinances, it was difficult for police to patrol areas as well
as to apprehend offenders. He noted that some communities had implemented a
system whereby a three-part-tag was issued for violations by the police. He
explained that one portion of the tag would be issued to the offender, one part
would be retained by the police and the other would be utilized in the prosecution
of the violation.
A discussion ensued concerning possible policies and procedures which
the Commission could recommend to the City Council as a means of enhancing
the enforcement of the City .Snowmobile Ordinance.
Motion by Commissioner Gross, seconded by Commissioner Winkelman
to direct the staff to determine feasible policies and procedures which the
Commission could recommend to the City Council as means of enhand ng the
enforcement of the existing Snowmobile Ordinance a s well a s of establishing better
communication between the City and local snowmobile operators. The motion
passed unanimously.
The next item of business was a report by Commissioner Mossberg of
recent meetings with area school authorities relative to.the development of
environmental programs and the use of area resources for educational purposes.
She stated that she and Commissioner Price had met with the officials and had
sought to further the involvement of the schools by suggesting the use of
community nature resources for classroom use. They also sought to inform

officials of local interest in developing the Palmer Lake area as a nature center
and to gain their input before any development occurs. She commented that there
was an evident need to keep local school officials fully informed of the City's
progress and programs in this area.
A lengthy discussion ensued relative to the establishment of effective
lines of communication with area educators including the use of periodic school
district newsletters and internal administrative bulletins.
Chairman Nlossberg noted that the next regular meeting of the Commission
would be on January 13, 1972, and the agenda would consist primarily of prepara-
tions for the joint suburban Conservation Commission meeting to be held in the
Social Hall on January 20, 1972.
Motion by Commissioner Gross and seconded by Commissioner Almen to
adjourn the meeting. The motion carried unanimously. The Conservation
Commission meeting adjourned at 9:15 P.M.
