Also present was Admini.s`rative Assistant Blair Tremere. Chairman moasberg made several announcements including an up- oming re-cycli.r:11 yinposium .spoasore6 by MECCA to he held at Kennedy High Svhool on Saturday, November 13, 1971.. commissioi).er Winkelman reported on the October 27, 1971, City Council meeting. She stated that the Council had given verbal consideration to the suggestion that a re.-cyclable materials pick- y. stated that the up ,Dint should be established in the -it- • apparent problems are obtaining truc'.cs and securing a permanent location for such an activity, and that the suggestion had been offered that. possibly the City Garage could be used as a pick-up point. She stated that the Council has asked the staff to further investigate this matter. Commissioner 'Winkelman also noted that with regard to the conservation Commission and Park and Recreation commission . Resolutions recommending the adoption of an ordinance banning the use or motorized vehicles in the City's Parks, the City Council had directed the staff to draw up such a resolution. The next item of business was the continuation of the discussion concerning the establishment of a re-cyclable materials pica:-up point in the City. Commissioner Almen stated that he had been informed that the new re-cycling facility in St:. Paul was open Tuesday through Saturday from 8:00 A.N. to 4:30 P.M. Commissioner Winkelman stated that besides the logistical problem involved with establishing a permanent pick-up point, the prime need for such a pro;ecrt was publicity. A brief discussion ensued with regard to whether such pick-up drives would include all re-cyclable materials such as paper products or just bottles and canq. -2- Chairman Mossberg commented on a recent meeting she and i Commissioner Winkelman had with the Park and Recreation staff relative to establishment of a tour program for Kylawn and Palmer Lake Nature areas. She stated that the irmaediate need was to locate a qualified person to conduct the tours and that preferably this person would have the ability to work with adults and children. She stated that such a program would probably be on a fee basis since it would need to be self-supporting and that the tour guide would be remunerated. Chairman Mossberg and Commissioner Winkelman noted that tne area known as the Mississippi River Access site was suffering heavy erosion eue to highway run-off. Mr. Tremere stated that the highway department was aware of the problem but that they were currently concerned that the river was at an abnormally high level for this time of the year. This was due to the recent heavy rains in the area. He stated that the staff had been informed that the installativti of the launching ramp had been postponed until the Spring of 1972 and that the City would probably be hampered in its grading work because of tl--,e high water. Motion by Commissioner Snater and seconded by Commissioner WirAzelman to adjourn the meeting. Motion carried unanimously. The Conservation comuission a3journed at 8:00 P.M. Chairman 0
