HomeMy WebLinkAbout1971 07-22 CONCMIlk Minutes of the Proceedings of the Conservation Commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota July 22, 1971 The Conservation Commission meeting was called to order at 9:15 P.M. by Chairman Pro-tem Sylvia Winkelman. Roll Call: Chairman Pro-tem Sylvia Winkelman, commissioners price, Gross and Dorff. Motion by Commissioner Gross and seconded by Commissioner Price to approve the minutes of the May 26, 1971 meeting. The motion carried unanimously. Motion by Commissioner Dorff and seconded by Commissioner Price to approve the minutes of the June 23, 1971 meeting. The motion carried unanimously. Chairman Pro-tem h7inkelman read the minutes of the June 91 1971 Park and Recreation Commission meeting which included a resolution recommending prohibition of certain watercraft on Twin Lakes. The resolution stated that the Park and Recreation commission recommended to the City Council that it take appropriate action to prohibit the use of motorized watercraft above 7'h horsepower on Twin Lakes. A discussion ensued concerning the question of whether the Brooklyn Center Conservation commission should make a recommendation to the City Council concerning the matter. It was moved by Commissioner Price and seconded by Chairman Pro-tem Winkelman to table this issue until further data concerning the ecological aspects of the problem are known. The motion carried unanimously. The next item discussed was the summer program being conducted at the Environmental Preserve west of Kylawn Park. it was noted that the Commission should investigate the use of the area by local schools as an environmental science teaching aid. Commissioner Price suggested that a joint meeting between the Conservation Commission, school officials, teachers and other interested parties might be held to determine if such a program were desirable or necessary. Chairman Pro-tem Winkelman informed the Commission that a Brooklyn Center Boy Scout, Dave Younger of 5510 France Avenue North, had indicated an interest in conducting a Scout project which would include cleaning up certain areas of Shingle Creek. -2- Commissioner Gross noted that after an investigative field trip is conducted by himself earlier this year, it appeared that the area of Shingle Creek south of the Brookdale Shopping Center and around Lyons Park needed cleaning up. Chairman Pro-tem Winkelman noted that she had referred Dave Younger to the Director of Parks and Recreation for assistance in developing his project. The next item discussed was the effect of the no-burning ordinance. It was the consensus of the Conservation Commission that refuse collection was adequate and there appeared to be few instances of persons improperly disposing of refuse. It was noted that there have been occurrences of persons dumping rubbish in a few unattended open spaces around the City, but that the volume of such dumping did not appear to be increasing as the result of the no-burning ordinance. Motion by Commissioner Gross and seconded by commissioner Dorff to adjourn the meeting. The motion carried unanimously. The Conservation Commission meeting adjourned at 10:05 P.M. . Chairman
