May 26, 1971
The Conservation Commission meeting was called to order by
Chairman Audre Mossberg at 8:00 P.M.
Roll Call: Chairman Andre Mossberg, Commissioners Henry
Dorff, Greg Almen, Sy'via Winkelman, Bc rtnie Snater, William Price
and Carl Gross. Staff: member present was: Tom Loucks.
Motion by Commissioner Gross and seconded by Commissioner
Dorff to approve the minutes of the May 13, 1971, meeting at
submitted. The motion carried unanimously.
Chairman Mossberg commented that she had been in contact
with members of the Golden Valley Conservation ccm-mission who
had asked for information relative to the oparation of the
Brooklyn Center Commission.
• Discussion ensued at which time it was the consensus of the
Commission mcmlbers to ;provide the Colden Smiley Commission with
the resolution establishing the Brooklyn Center Commission, a
copy of the 1971 eioais for the Commission, a summary of the
Commission activi::ies, and a reciprocal. exchange of minutes
between the Commissions.
Chairman Mossberc then commented that the Commission had
received an invitation from the Historical Society to attend a
picnic on Durram Island on Tune 6, 1971, at 4:00 P.M.
A discussion ensued at which time it was noted that each member
would individually rr.spond to the invitation and try to attend if
their schedules permit'--ad.
Commissioner Winkelman then reported in regard to the
Kylawn Park area. She indicated that the task force was unhappy
with recent developments in regard to naming of the park and
indicated that they had sent a letter to the City Managers of
Crystal and Brooklyn Center requesting answers to questions in
regard to their position as a task force and -to whom they are
answerable to in regard to the Y.ylawn Park area.

Discussion ensued at which time chairman Mossberg commented
that she had a discussion with Ciity, lAnnager Donald Poss in
regard to the task force group and he had indicated that they
were responsible to the Conservation Commissions of Crystal and
Brooklyn Center, and further, that in the case of Brooklyn Center,
the Conservation Commission was ultimately responsible to the
City Council. Following further discussion, it was the consensus
of the Commission to explore avenues to providing better communi-
cations between the Crystal Coimnissioin, Xylawn Task Force,
Brooklyn Center Commission and the Crystal parek and Recreation
Department.
Chairman Mossberg then recognized ma-
yor Cohen who barkgroun.ded
the Commission on the petential of forming a Shingle Creek
Watershed District and asked that the commission commence a study
of the feasibility of such a watershed district and make a recom-
mendation to the Council.
Following a brief discussion, it was the consensus of the
Commission members to pursue such a study and bring forth a
recommendaticn to the Council as soon as possible.
Motion by Commissioner Dorff and seconded by Co.rmissioner
Price to adjourn. The motion carried unanimously. The Conservation
Commission meeting adjourned at 10!01 P.M.
