HomeMy WebLinkAbout1971 05-13 CONCMCORRECTED COPY CORRECTED COPY is minutes of the Proceedings of the Conservation Commission of the City of Brooklyn Center in the County of Hennenin and State of Minnesota May 13, 1971 The Conservation Commission meeting was called to order by Chairman Audre Mossberg at 8:15 P.M. Roll Call: Chairman Mossberg, Commissioners Almen, Dorff, Gross, Snater and Winkelman. Staff members present: Blair Tremere. Two Osseo High School biology students, Dan Lindquist and Jerry Lamon, and their teacher, Mr. Mike Damyanavich, presented the findings of their study of Shingle Creek. They presented slides and other graphic displays of their work. According to the study, there is evidence of pollution and degeneration of the Creek. There was a discussion of the Green Strip concept. Motion by Commissioner Gross and seconded by Almen to approve the minutes of the April 22, 1971, meeting. The motion carried unanimously. Chairman Mossberg announced the dedication of the Woodlake Preserve on May 17 - 23, 1971. Mayor Cohen arrived at the meeting at 10:15 P.M., and was given a resume' of the Osseo High study. He was informed that the City was engaged in clearing certain areas along the Creek. The Mayor requested that the Commission send him a written report on this and said a meeting could be arranged. Chairman Mossberg instructed Blair Tremere to draft a letter to the Mayor. It was decided that Commissioner Gross, Almen and Mr. Damyana- vich would conduct a field trip on Saturday, May 15th, along the Creek through Brooklyn Center. Evidence of pollution and degen- eration would be collected and Commissioner Almen said he would make a rough map of the Creek's course. Commissioner Winkelman moved that the Commission recommend to the City Council that the $20.00 gift from the Osseo High School students be used to purchase as many trees as possible and to plant them in and around Freeway Park. The motion was seconded by commissioner Snater and carried unanimously. 0 -2- Chairman Mossberg said she will discuss the location of the trees with the Director of Parks and Recreation. Blair Tremere explained the basic administrative structure of the Kylawn area development. He said that any and all expenditures must be approved by the respective City Managers, and both the Brooklyn Center and Crystal managers understand the project and the expected costs. He said the respective managers are currently formulating the administrative relationships between Crystal and Brooklyn Center. These will be effective upon approval of the City Councils. Commissioner Dorff reported on the Durnam island meeting. He said many people were there from all area communities including a speaker from the Corps of Engineers. The speaker gave the impression that the Corps was quite responsive to public opinion in this matter. The Durnam Island proposed development will probably be on the Brooklyn Park Planning Commission agenda on June 9th. No one at the meeting spoke in favor of the development. Commissioner Winkelman reported on the Kylawn project. She stated that about 500 willow cuttings and 2,000 evergreens have been planted. She said the management of Twin Lake North had permitted volunteers to use water facilities. Various groups, including students from orchard Lane School and Scout Troops have volunteered to help clean up the area. A contest has been started to ascertain a name for the Kylawn area. Commissioner Snater reported that the Garden Club would be planting geraniums at the Civic Center about the first week in June. She also indicated that a plant sale will be held may 20 to the 22 at 7125 Lee Avenue North; proceeds will be used to raise funds for the beautification of Brooklyn Center. Commissioner Winkelman moved and Commissioner Gross seconded that interested persons should be contacted about the Shingle Creek Waterway Committee. The motion carried unanimously. Commissioner Winkelman said she had heard from Mrs. Pauline Langsdorf concerning the possibility of obtaining federal funds for small site development. -3- Commissioner Almen stated that some fellow students and their instructor, Mr. Homme, had conducted two tests of Upper Twin Lake area. He said the chloride concentration was bad and had deteriorated over the past year. He said these results will be publicized, The next meeting will be 8:00 P.M. on Wednesday, May 26th. Commissioner Gorss moved and Commissioner Dorff the motion for adjournment. The motion carried unanimously. The meeting adjourned at 11:00 p.M. Chairman
