Minutes of the Proceedings of the
Conservation Corauission of the
City of Brooklyn Center in the
County of Hennepin and State of
Minnesota
April 22, 1971
The meeting was called to order by chairman Audre Mossberg at
8:15 P.M. at the City Hall.
Roll call: Chairman Mossberg, Commissioners Almen, Gross,
Price and Winkelman. Staff members present: Blair Tremere.
Motion was made by Commissioner Gross and seconded by
Commissioner Price to approve the minutes of the March 25, 1971,
meeting as submitted. The motion carried unanimously.
Motion was made by Commissioner Price and seconded by
Commissioner Gross to approve the minutes of the April 15, 1971,
meeting as submitted. The motion carried unanimously.
Chairman Mossberg announced a letter had been sent to the
youth groups in Brooklyn center requesting help in various environ-
mental projects.
Commissioner Snater arrived at 8:20 P.M.
Chairman Mossberg announced an upcoming field trip to the
Woodlake Park area in Richfield. According to the minutes of the
park and Recreation commission, the trip was scheduled for 6:00 P.M.
on May 5th. it was suggested that the commission attend, along
with persons representing the park and Recreation Commission. It
was felt the trip would be a possible source of ideas for the
Kylawn and Palmer Lake areas.
Chairman Mossberg announced that Administrative Assistant
Blair Tremere had replaced Tom Loucks as the staff representative
to the Commission.
Blair Tremere read a letter from Mr. William Olsen of the
Metropolitan Airports Commission, which approved of the preliminary
development plans for the Kylawn area.
Commissioner Almen reported that there will be a Glass and
Metal Pickup Drive on Saturday, May 15th. The main pickup point
will be in the Robin Center. The project is sponsored by the PPP
(Part of Polluted Populace).
it was noted that Karla Norfleet will be the coordinator for
all pickup drives in Brooklyn Center.
It was suggested that a regular column should be run in
local papers to announce trash drives. Commissioner Winkelman
said people should neatly save paper, glass and cans, so sizeable
amounts will be available for such drives.
Commissioner Price inquired about the feasibility of sending
out information through the mail. Blair Tremere was instructed
to look into this.
Ccmmissioner Winkelman announce that the Crystal Council
has given tentative approval to the Kylawn area projects. She
noted that the Crystal Council had wondered what the administrative
relationships were within and between the two cities.
Commissioner Snater and commissioner price reported on their
speech at Brunswick Methodist Church.
Commissioner Gross discussed developments of the Comprehensive
Plan meeting and the connection with the Palmer Lake area. It was
mentioned that development should start in the next fiscal year.
Chairman Mossberg suggested that people well versed in this
project be brought in as a valuable source of input of ideas. She
suggested that Commissioner Gross set up a meeting with such
persons. Commissioner price said he could supply a list of persons
who would be interested in such a meeting.
Commissioner Price stated that the naturalist hired to work
at the Kylawn area should coordinate with pertinent area school
districts. Commissioner Winkelman said she would check on similar
programs in other communities.
Maps of the Orchard Lane and Firehouse Park areas were distri-
buted for further park planning.
Commissioner Snater reported that the Osseo Biology Class had
done a study on tie Shingle Creek area, and that they wanted to
present this to the Commission at the next meeting.
Motion was made by Commissioner Gross and seconded by
Commissioner Winkelman to adjourn. The motion carried unanimously.
The meeting adjourned at 10:35 P.M.
