HomeMy WebLinkAbout1971 03-11 CONCMP r Minutes of the Proceedings of the Conservation Commission of the City of Brooklyn Center in the County of Hennepin and State of Minnesota March 11, 1971 The meeting was called to order by chairman Audre Mossberg at 8:02 P.M. Roll Call: Chairman Audre mossberg, Commissioners Henry Dorff, Greg Alhman, Sylvia Winkelman, Bonnie Snater, Bill Price, and Karl Gross. Staff members present were: Tom Loucks. Motion was made by Commissioner Gross and seconded by Commissioner Winkelman to approve the minutes of January 14, 1971. The motion carried unanimously. Motion was made by Commissioner Winkelman and seconded by Commissioner Snater to approve the minutes of January 28, 1971, as submitted. The motion carried unanimously. Motion was made by Commissioner Snater and seconded by Commissioner Price to approve the minutes of February 18, 1971, as submitted. The motion carried unanimously. Miss Debbie Lee, representing students at Osseo High School presented Chairman Mossberg and Mayor Cohen with a check for $22.00 to be utilized for Conservation Commission purposes. Following a brief presentation ceremony, Chairman Mossberg and members of the Commission thanked Miss Lee for their contribution to the Conservation Commission. The next item of business, Mayor Cohen was asked to speak to the Commission members in regard to the recent proposal to develop Durnam Island. The mayor briefly backgrounded the Commission on the request and indicated that he would like to have the Commission take a' --look at the Durnam Island area and make recommendations and develop ecological arguments that would prohibit development of the island. He indicated that he would like to have the Commission bring forth a report in this regard to the City Council as soon as possible. It was the consensus of the Commission that they would begin work on such a project and make such recommendation as necessary as soon as possible. ` V -2- Chairman Mossberg made the following announcements. There would be a glass and aluminum collection drive on March 200 19710 and the pick up would be at the Brooklyn Park City Hall. She indicated that New Brighton is forming a Conservation Commission and it has been indicated to her that they are forming along the same lines as the Brooklyn Center Commission. Commissioner Price indicated that Robert Spading has made a film in regard to creeks and indicated that there is going to be a showing of the film at MaCalester College on March 17, 1971. it was also announced by Chairman Mossberg that Commissioners Snater and Winkelman will be attending an environmental science center course which relates to conservation commission work. Chairman Mossberg indicated that she and Commissioner Winkelman had made a presentation to District 279 School Board and asked that a pilot project be initiated to provide school yard plantings. The cost of the project is about $200.00. The School Board approved the plan. Chairman Mossberg noted that the city Council, at their meetings of January 18th and February 8th, removed the state aid designation from Xerxes Avenue, thereby removing the possibility of its extension through Palmer Lake. She would write a letter to the City Council commending them for their action. The next item of business was P.T.A. Programs. A discussion ensued among the Commission members and it was noted that the Commission should pursue programs at Evergreen and Our Lady of Victory Schools,however those plans need further implementation and finalization. Willow Lane and Garden City will plan for programs in the Fall. The Conservation Commission next reviewed some impending legislative matters with the state legislature. Commissioner Gross introduced an item in which he indicated that the Commission would desire more information from the Park and Recreation Commission and the Planning Commission regarding long term plans and financing feasibility. A discussion followed and it was the consensus of the Cvrnission to allow the staff time to investigate the items discussed and report to the commission at the next regular meeting. -3- The last three items on the agenda will be taken up at the next meeting. Motion was made by Commissioner Gross and seconded by Commissioner Dorff to adjourn the Conservation Commission meeting. The motion carried unanimously. The meeting adjourned at 11:00 P.M. Chairman
