Minutes of the Proceedings of
the Conservation Commission of
the City of Brooklyn Center in
the County of Hennepin and State of Minnesota
December 9, 1971
The Conservation commission met in regular session and was
called to order by Chairman Mossberg at 8:10 P.M.
Roll Call: Chairman Mossberg, Commissioners Almen, Dorff,
Gross, Snater, Price and Winkelman. Also present was Administrative
Assistant Blair Tremere.
Motion by Commissioner Dorff and seconded by commissioner
Gross to approve the minutes of the November 11, 1971 meeting.
The motion passed unanimously.
Chairman Mossberg announced the joint meeting of the suburban
area conservation commissions to be held in the Brooklyn Center
Social Hall on January 20, 1972. She also announced that the
Brooklyn Center City Council had approved the City's participation
in the proposed joint Shingle Creek Watershed Study agreement.
. Commissioner Snater announced that Mr. Mortenson, a teacher
at Park Center High School, would conduct nature study tours through
the Kylawn Environmental area on Sunday, January 16 and through the
Palmer Lake Wildlife area on January 30th.
Chairman Mossberg stated that an outline of procedures relative
to a proposed re-cyclable materials pick up in the City had been
submitted to the City staff for review. She stated there remained
a need for vehicles to haul collected materials to a re-cycling
center.
Chairman Mossberg then recognized Mr. Don Bogle, a representative
of the Brooklyn Center Jaycees. Mr. Bogle inquired as to how many
trucks and drivers would be needed and stated that he would check
with various persons in his organization. He also announced that
the Jaycees would conduct an annual Christmas tree pick up on
January 8, 1972.
There ensued a brief discussion of possible locations for a
re-cyclable materials pick up point and Commissioner Almen suggested
that he would investigate the possibility of using the Northport
School parking lot. Mr. Bogle commented that the Commission should
investigate the use of one of the City's shopping centers as well.
• Chairman Mossberg then recognized Mr. Ed Wilmes, 6350 Riverview
Terrace N.E., who discussed his efforts regarding the use and

preservation of three islands in the Mississippi River. He stated
that he was particularly concerned that Durnam Island, which is
within the jurisdiction of the City of Brooklyn Park, be preserved
in its natural state as a wildlife area. He stated that the island
is currently preivately owned and that acquisition by a public
body was essential to assure that the land would be retained in its
natural state.
A lengthy discussion ensued concerning the possible acquisition,"
development and preservation of Durnam Island and other islands in
the vicinity. Commissioner Gross stated that it appeared the
primary issue was the acquisition of the land. Commissioner Dorff
stated that use of the island has long been a concern of the area
residents and that the Commission should keep up to date regarding
any plans relative to Durnam Island to assure that the City could
have the opportunity for providing an input relative to final plans.
Commissioner Price suggested to Mr. Wilmes that, in addition to
assuring the acquisition of the island before proceeding with any
plans, it would also be necessary to have documented evidence regarding
the resources and intended use of the island.
Mr. Wilmes stated that he was currently communicating with
local, state and federal offices concerning the acquisition of the
island and that he would inform the staff of future developments.
Following further discussion, there was a motion by Commissioner
Gross and seconded by Commissioner Price to table consideration of
the islands until the staff has been provided further data and
documentation relative to the proposed acquisition and planned uses
of the islands. Motion carried unanimously.
The next item of business was a discussion of the use of
snowmobiles in the City of Brooklyn Center. Chairman Mossberg
stated that the City Council was about to hold a public hearing
regarding snowmobile use and regulations and she encouraged
Commissioners to attend so that evidence and comments relative to
snowmobiling.in City natural and wildlife areas would be presented.
Commissioner Snater left the table at 10:30 P.M.

north of the Palmer Lake Basin would be used for recreational purpose.
Following the presentation by Commissioner Gross, a discussion
ensued relative to the role Brooklyn Center could perform in
assuring the sound development and use of the area.
Motion by Commissioner Gross and seconded by Commissioner Almen
to adjourn the meeting. The motion carried unanimously. The
Brooklyn Center Conservation Commission adjourned at 11:15 P.M.
