The Conservation Commission met in regular session and was
called to order at 8:07 P.M.
Roll Call: Chairman Audre Mossberg., commissioners Sylvia
Winkelman, Bill Price, Bonnie anater and Rosella Gunderson.
It was announced that the Osseo high School will hold a
Pollution Symposium on February 3, 1971, and are expecting about
4,000 people to be in attendance at that meeting. The Committee
in charge asked the Brooklyn Center Conservation Commission to
help call a list of some 70 speakers to be utilized at the
symposiu=m. Mrs. Mossberg, Mrs. Winkelman,-Mrs. anater and Mr.
Price had been asked to serve as speakers for the symposium and
there was some general discussion in regard to what type of
presentation the Commission should make at the symposium.
Paul Tjar.e, landscape architect for Brauer and Associates
will be heading a panel to discuss landscape: architecture and
park planning at the `air Oaks School on Monday, January 25, 1971,
at 7:30 P.M. The Brooklyn Center Conservation Commission had
been asked to furnish refresl-Anerts for about 100 people for
this program. The Kylawn Task Croup, Conservation Commissions,
and Park and Recrea'Zion COVMiSSio:13 for Crystal and Brooklyn
Center will be invited.
Dr. Brian Morn has told us that he could not accept another
appointment to the Conservation Commission due to his involvement
in building a new office and there are now two vacancies.
Mrs. Winkelman announced she has received aerial map's and
soil studies of the Kylawn Park area and presented them to the
Commission members for their review.
Effective December, 1970, Bambridge Peterson has resigned
as Administrative Assistant for the City of Brooklyn Center and
has accepted a position as Deputy Director of the Metropolitan
Inter-County Council.
At its recent meeting, the city council acted upon the pro-
posed snowmobile ordinance and it was passed. it was indicated
that a snowmobile patrol is being formed to control snowmobiling
in the Palmer Lake Basin area and other areas of the City.
Kylawn Park area was not included in the proposed snowmobile trail
network and signs will be posted "No motorized vehicles".

Chairman Mossborg left the table at 9:05 P.M.
The Conservation commission next discussed action projects
for the upcoming year 1971.
It was the consensus of the Commission to continue their
informational programs with the a wentary schools, Brooklyn
Center High School.and P.T.A. for adults and young people.
This should be a continuous prograra and will be pursued by the
Commission.
Palmer Lake Basin was discussed, The Commission would like
to see it developed as the Wood Lake project in Richfield. The
commission went on record as opposing any extension of Xerxes
Avenue through the Basin.
It was then noted that the Conservation Commission should
set up discussions with the City Council regarding setting up a
time table for the preservation of Palmer Late Basin. Another
action project woA.d be to woex. with the Minnesota Highway Depart-
ment to promote tree plantings along the Freeway to serve as a
buffer from the Freeway and to further develop a tree planting
program to preserve the ecology of the cum- anity.
Shingle Creek was the next action project discussed; it
was indicated that there were sorae problems along Shingle Creek
from 69th ?venue to the City lit-nits. There should be some clean
up action campaigns in an effer'$-- to resolve some of the problems.
The commission proposed that community groups should be
encouraged to study the tree selection guide. lie will see] help
from experts in regard to proper varieties of trees for plantings
in public areas. This was a very essential program because there
is a need to have different varieties to tree plantings that can
resist disease and Minnesota weather.
The next item of business was discussion of the study of the
advisability or different options for uniform refuse collection
service including required garbage contracts. The Conservation
Cormui_ssion then discussed various approaches to problems of
action programs and it was the consensus of the Commission to
give them further review at the next meeting.
Motion was made by Commissioner Snater and seconded by
Commissioner Price to adjourn the meeting. The Conservation
Commission meeting adjourned at 10:00 P.M.
