HomeMy WebLinkAbout1999-092 CCRMember Kay Lasman introduced the following resolution and moved its adoption: RESOLUTION NO. 99-92 RESOLUTION AWARDING CONTRACT FOR DISPATCH EQUIPMENT FOR THE NEW POLICE STATION 1998-09 WHEREAS, the City Council established Improvement Projects for Construction of a new Police Station 1998-09; and WHEREAS, a request for bids (re-bid) for dispatch console furniture, dispatch console control electronics, instant recall recorders, fixed VHF/UHF voice radio equipment, antenna work, and installation for the equipment required for the dispatch center at the new Police Station was issued and bids were opened May 13, 1999; and WHEREAS, four bids were received: Vendor System Description Price Orbacom Orbacom Console Equipment $216,860.00 Ericsson Radio Equipment Orbacom Furniture Moducom Moducom Console Equipment $234,089.00 Ericsson Radio Equipment Watson Furniture Bearcom Orbacom Console Equipment $248,768.83 Motorola Radio Equipment Orbacom Furniture Systems Motorola Motorola Console Equipment $286,302.95 Motorola Radio Equipment CenterCore Furniture Systems WHEREAS, Jeff Nelson of PSC Alliance, consultant to the City for the dispatch equipment has reviewed each of the bids submitted and states that the bid received from the low bidder, Orbacom, is a fully compliant and sufficient bid; and WHEREAS, the instructions to bidders for the purchase of the equipment required that all bidders submit a notice of intent to submit a bid by a stated time and date; and WHEREAS, the purpose of such requirement was to enable the City to determine whether a pre-bid conference would be advisable; and RESOLUTION NO. 99-92 WHEREAS, Orbacom did not submit such a notice to the City; and 1 WHEREAS, the specifications authorize the City Council to waive defects in any proposal and to accept the proposal that appears, in the opinion of the Council, to be most advantageous to the City; and WHEREAS, the Council has determined that the failure to notify the City of intent to bid was not a material defect, did not give any advantage to Orbacom in the bidding process, and did not affect the bidder's price or other essential contract term; and that therefore failure to give the City such notice did not frustrate or contravene the purposes of the public bidding process and should be waived in the interest of the public. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center that the Mayor and City Manager are hereby authorized to sign a contract with Orbacom for provision of the equipment under the bid, no add/alternates to be included. May 24, 1999 Date A iv 11 AV 14, ~.t'o- ATTEST: City Clerk M&ayoV The motion for the adoption of the foregoing resolution was duly seconded by member Debra Hlstrom and upon vote being taken thereon, the following voted in favor thereof: Myrna Kragness, Debra Hilstrom, Kay Tasman, Ed Nelson, and Robert Peppe; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
