RESOLUTION NO. 98-66
RESOLUTION AMENDING THE POLICY AND PROCEDURE
RELATING TO CITY CONTRACTUAL SERVICES FOR NONPROFIT
ORGANIZATTONS
WHEREAS, the City Council adopted a Policy and Procedure Relating to
City Contractual Services for Nonprofit Organizations in March 1994; and
WHEREAS, the City Council charged the Financial Commission with the
responsibility to review this policy and recommend appropriate revisions; and
WHEREAS, the Financial Commission has reviewed the policy and is
recommending amendments to the policy, amendments to the application form, and that
the evaluation form be deleted from the policy.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Brooklyn Center that the Policy and Procedure Relating to City Contractual Services for
Nonprofit Organizations be adopted as recommended by the Financial Commission.

The motion for the adoption of the foregoing resolution was duly seconded by member
Robert Peppe and upon vote being taken thereon, the following
voted in favor thereof: Myrna Kragness, Kathleen Carmody, Debra Hilstrom,
Kay Lasman and Robert Peppe;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.

Policy And Procedure
Relating To City Contractual Services
For Nonprofit Organizations
General
The City of Brooklyn Center is aware that there are many worthwhile nonprofit organizations
serving Brooklyn Center residents, and that such organizations are supported primarily through
public and private funding. Contractual services between such organizations and the City of
Brooklyn Center, when made, will be distributed in accordance with this policy, however, City
support of such organizations should be limited and in accordance with State statutes and the City
Charter.
Purpose
✓ To develop an effective method for receiving and considering requests made
to the City of Brooklyn Center from nonprofit organizations.
✓ To maximize the benefits to the citizens of Brooklyn Center from the
limited resources available.
✓ To maintain objectivity and equity in granting contractual services regmsts,
giving consideration to gender, race, age, and disability.
✓ To provide a means of monitoring and responding to community needs and
interests that may change from year to year.
General Policy Guidelines
The Brooklyn Center City Council is responsible for determining whether financial or in-kind
contractual services will be made by the City to assist nonprofit organizations. The City Council
will consider the following guidelines in determining which nonprofit organization(s), if any,
receive contractual services from the City. This policy should not be construed to obligate the
City Council to provide financial or in-kind contractual services. No Federal money shall be used
to fund contractual services to nonprofit organizations.

The following criteria must be met in order to qualify for financial or in-kind support.
1. The service must meet an important community need.
2. The service must provide a benefit to a significant number of Brooklyn Center residents
either directly or indirectly.
3. The service does not duplicate similar programs being provided by the City, State, or
County.
4. The service must be something that the City would undertake or provide in its ordinary
course of business.
5. Funding for social services will be provided only if they are directly related to activities
which the Charter or State law authorizes the city to perform and then enhance the
effectiveness or reduce the cost of existing programs.
6. The service cannot be something that the organization would typically provide on a
volunteer basis.
The City Cguncil may request proposals from a variety of alternative sources. Preference will be
given to organizations which:
1. Have taken affirmative efforts to raise funds to support their efforts.
2. Demonstrate in their budgets that there is a continuing concentration on minimization
of administrative and overhead costs.
3. Cannot be effectively or fully funded through other sources.
4. Sponsor programs which have verifiable benefits to the community at large; for
example, programs that enhance the effectiveness of City programs and /or benefit the
greatest number of residents in relation to the amount requested.
5. Make effective use of volunteer skills and in-kind contributions to reduce the cost of
program/service delivery.

Contractual Service Request Guidelines Application Process and Monitoring

1. A letter specifying the required information for consideration for contractual services and
the deadline for application will be sent to the organizations which have previously provided
contractual services to the City. This information will be available to other interested parties
upon request.
2. All written requests for contractual services must be submitted on the date specified in
writing prior to June 1 of each year for consideration for the following fiscal year (January
1 to December 31). An application for contractual services form must be filled out
completely and submitted as part of the written request. een

3. No funding shall be provided for labor unless specifically requested in writing in the
organization's application and approved by the City Council.
4. The City Council may request an oral explanation of the written request from each applicant.
5. The City Council may designate an appropriate City advisory commission to research and
monitor groups requesting and/or receiving City contractual services: At the reqtiest of the

6. City staff may make contractual service recommendations to the City Council based upon
use of the evaluation form for requests.
7. Final approval of requests are subject to the City's public hearing and budget approval
process. Upon approval, the City Council shall offer contractual services to nonprofit
organizations for one year.
8. The City Council may designate an appropriate City advisory commission to monitor and/or
evaluate the requesting organization by methods available at the time of assessment. The
City Council may request financial reports periodically if they deem it necessary.
