HomeMy WebLinkAbout1984 03-22 CONCMMINUTES OF THE PROCEEDINGS OF THE CONSERVATION COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION MARCH 22, 1984 CITY HALL CALL TO ORDER The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Albright at 7:35 p.m. ROLL CALL Chairman Albright, Commissioners Jensen, Price, Jacobson. Also present were Councilmember Celia Scott, Director of Park and Recreation Gene Hagel and Administrative Assistant Brad Hoffman. CENTRAL PARK PLAZA A presentation to the Conservation Commission on the proposed Central Park Plaza was made by Director of Parks and Recreation Gene Hagel. Director Hagel noted that the City has been reviewing numerous plans .to date and presently, is soliciting comments on this proposed develop- ment before the Commission. He noted that the Plaza was an attempt to balance the heavy athletics use of Central Park with more passive recreational activities. After viewing the renderings, Commissioner Jensen expressed some concern with the location of the Tiny Tot by the proposed pond. She inquired if a better location for the lot couldn't be found. Following the discussion of the location of the tot lot the Commission then expressed some concern with fertilizer run off and the ability of the City to drain the pond. Director Hagel noted that the City would be able to maintain the level of the water and to drain the pond into Shingle Creek. He also noted the designer has not been given authority to proceed but rather at this time the plans are being reviewed by the Commissions. He noted that the cost estimate for the proposal was $440,000 including the relocation of the road if necessary. With concern for water quality being noted by Commission members there is a general concensus of interest and support for the proposed Plaza development in Central Park. YEAR 2000 STUDY / Administrative Assistant Brad Hoffman briefly introduced the next agenda item indicating that the City was in the process of initiating a Year 2000 Study. It was the intent of the study to provide long term goals and objectives for the City in terms of physical and program planning. He stated that Conservation Commission items of concern included housing, energy, trash disposal, park development and other related projects. Following a brief discussion Chairman Albright inquired as to the general make-up of the group. Administrative Assistant Hoffman stated that the group was made up of individuals selected by the City Council and included representation from each of the Commissions and members of the community at large as well as Council members. He also indicated that the staff members were included in this study and further noted that Barb Jensen was representing the Conservation Commission on the Year 2000 Study group. 3-22-84 -1- OTHER BUSINESS Chairman Albright opened the discussion on the future of the Commission. He noted that the Commission for some time now has had great difficulty in getting members to attend meetings and at that point opened discussion relative to the future of the Commission. Commissioner Jacobson ques- tioned the worth of-the Commission. He suggested that perhaps the Commis- sions should be reorganized to perform specific tasks. Such groups would have a definite beginning and would have a definite end with the completion of a particular project. Commissioner Jensen indicated she felt the Commission members have a responsibility to provide direct- ion for the groups. Following a brief discussion each of the members were asked to express their areas of interest. Commissioner Jensen indicated her interests laid with energy management, transportation as well as maintaining an aesthetic quality of life in the City. Commis- sioner Price indicated that his interest laid with community health and cleanliness of the City and the need to educate people about the problems. Commissioner Jacobson indicated that he wanted to work for future interests in energy and energy related projects. Following a brief discussion Commissioner Jacobson agreed to bring a proposal for correcting heating problems in the Civic Center pool area. Council- member Scott indicated to the group that she would like to see the Commission become active again and to take a leading roll in the Commu- nity with projects of interest to them. Chairman Albright indicated that his interest was more inclined towards park development than energy related projects. Following the discussion it was agreed that each of the members would bring proposals to the next meeting to be discussed as potential projects. ADJOURNMENT There was a motion by Commissioner Jensen and seconded by Commissioner Jacobson to adjourn the meeting. The motion passed unanimously.
