Adjournment MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 16, 2024 CALL TO ORDER Vice Chair Bonovsky called the meeting to order at 6:35pm. ROLL CALL Chair Jeffrey, Vice Chair Bonovsky, Commissioners Sorenson, and Younglove, were present. Also present were Parks & Recreation Deputy Director Carissa Goebel, Councilmember Butler, and Community Center Supervisor Rachel Kenyon. Commissioners Ebert and Branch were not present. ELECTION OF CHAIR Commissioner Younglove nominated Commissioner Jeffrey to be the Chair. The vote was unanimous and Commissioner Jeffrey was elected Chair. ELECTION OF VICE CHAIR Commissioner Sorenson nominated Vice Chair Bonovsky to be the Vice Chair. The vote was unanimous and Vice Chair Bonovsky will remain Vice Chair. APPROVAL OF AGENDA Commissioner Sorenson moved to approve the agenda. Commissioner Younglove seconded the motion. The agenda was approved unanimously. APPROVAL OF DECEMBER MINUTES Commissioner Sorenson moved to approve the minutes. Commissioner Younglove seconded the motion. The minutes were approved unanimously. CITY COUNCIL LIAISON REPORT Councilmember Butler gave an update that the council did approve to allow the voters to vote on whether or not the City will add a local option sales tax to raise money for improvements to the Community Center. There was a new social worker added to the mental health response team within the Police Department. There are also new businesses coming into the City in the near future. She also announced that Commander Gruenig will be the interim Police Chief. COMMUNITY CENTER RENOVATION/EXPANSION UPDATE & NEXT STEPS Deputy Director Goebel gave a brief version of the presentation that was given to Council to get the local option sales tax for the Community Center on the 2024 ballot. It showcased the interest the community has, proposed improvements, and some budgetary information. Vice Chair Bonovsky asked if the vote doesn’t pass, if there would be an increase in the property tax. The answer to that is no. Commissioner Sorenson asked about duration of construction and lost revenue, but as there is no full design yet, there isn’t an answer for that yet. Vice Chair Bonovsky asked for clarification on the difference in cost/operation vs. additional revenue. Chair Jeffrey also asked for clarity on the new plan vs. the old plan. ADOPT-A-PARK UPDATE Deputy Director Goebel gave the update that the program will be taken over by Raquel Goutierez, the City’s Artist in Residence. She is creating an updated form to apply. She is also creating marketing materials and an overall new narrative for the program. She’s hoping to kick off the revised program in the spring and come to a future meeting. PARKS CAPITAL INVESTMENT PLAN UPDATE Deputy Director Goebel discussed that the consultants are officially on board – SRF. They recently worked with the City of Brooklyn Park. They will engage with staff first and then onto the community. They will also attend a future meeting update the commission. Community Center Supervisor Kenyon showcased the new resident rates of the Community Center and the increase in activity that the center has seen. Commissioner Sorenson moved to adjourn the meeting. Commissioner Younglove seconded. The decision was unanimous. FUTURE MEETING The next meeting will be on February 20th, 2024 at 6:30pm at the Community Center.
