MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
REGULAR SESSION
DECEMBER 19, 2023
CALL TO ORDER
Chair Ebert called the meeting to order at 6:33pm.
ROLL CALL
Chair Ebert, Commissioners Sorenson, Younglove, Branch and Jeffrey were present. Also present were Parks &
Recreation Deputy Director Carissa Goebel, Councilmember Butler, and Customer Service Representative
Rachel Kenyon. Vice Chair Bonovsky was not present. A member of the public also attended.
APPROVAL OF AGENDA
Commissioner Younglove moved to approve the agenda. Commissioner Branch seconded the motion. The
agenda was approved unanimously.
APPROVAL OF SEPTEMBER MINUTES
Commissioner Sorenson moved to approve the minutes. Commissioner Jeffrey seconded the motion. The
minutes were approved unanimously.
CITY COUNCIL LIAISON REPORT
Councilmember Butler gave an update that the budget was approved.
2024 PLAYGROUND REPLACEMENTS RECOMMENDATION
Deputy Director Goebel presented the playgrounds to be replaced in 2024. Grandview is being updated.
Freeway park is the other park to be updated. After these two playgrounds are updated, the oldest
playground will be Centennial Park from 2017. Commissioner Jeffrey moved to approve the proposed
playgrounds. Commissioner Branch seconded the motion. The proposal was approved unanimously.
HEALTHY SCHOOLYARD PROJECT: PLAYGROUND UPDATE
Deputy Director Goebel discussed the Grandview/Brooklyn Center Elementary School playground further. The
grant money they are receiving from Trust for Public Land, will help pay for additional port in place so that
more of the playground is accessible. It will make the park space more cohesive. They will also be adding
benches and shade to improve the park. The school should be receiving their final renderings for their portion
of the playground soon.
PARKS OUTREACH TEAM: SCHOOL YEAR PROGRAM UPDATE
Deputy Director Goebel discussed that the Parks Outreach staff has created an open gym program at the
Brooklyn Center Blue Barn. They have averaged about 20 kids per night. They are giving teens an outlet for
recreation and building relationships with the community.
2023 PARK AND REC WRAP-UP PRESENTATION
Deputy Director Goebel presented the highlights of 2023 from the entire Park & Recreation staff. Updates
were given on Community Center usage, group fitness, aquatics, athletics and adult, senior, and youth
programming.
Commissioner Sorenson moved to adjourn the meeting. Commissioners Branch seconded. The decision was
unanimous.

The next meeting will be on January 16th, 2024 at 6:30pm at the Community Center.
