OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN
AND THE STATE OF MINNESOTA
REGULAR SESSION
SEPTEMBER 18, 1980

CALL TO ORDER
The Brooklyn Center Conservation Commission met in regular.session and was
called to order by Chairman Vetter at 7:40 p.m.
ROLL CALL
Chairman Vetter, Commissioners Jensen, Albright, Lutenegger, Price, Wesloh,
Dorff and Cilke. Also present were Councilmember Celia Scott and Admin-
istrative Assistant Brad Hoffman.
COMMISSIONER'S COMMENTS
There were no Commissioner's comments.
ENVIRONMENTAL PRESERVE UPDATE
Chairman Vetter did a brief review on the history and the amenities of the
environmental preserve. She noted that the property was primarily within
the City of Crystal and that the development of the preserve was a joint
project between the Brooklyn Center Conservation Commission and the Crystal
counterpoint. She also noted that Brooklyn Center's Conservation Commission
took the initiative to develop the project. To date, the City's involvement
has been limited to minor maintenance. A brief discussion then ensued
relative to the activities of the preserve. Councilmember Celia Scott
indicated that we should check to see if the environmental preserve task
force is intact and is still active. Chairman Vetter indicated that the task
force is on paper only and its activity has faded away to nothing. Commis-
sioner Price indicated that perhaps we should contact groups such as the
scouts, schools and so forth to see if they would be willing to do volunteer
work in developing the preserve. Chairman Vetter indicated that she felt if
there was no further need for development then the task force is no longer
needed. She felt that if development is completed then the role of the
Commission should be towards the development of programs to make use of the
preserve area. Commissioner Price indicated that it was the Commission's
role to educate people and that the preserve offered many opportunities to
fill that role. Commissioner Albright indicated that it might be a good
idea for the group to go through the preserve since some of the members have
never seen it. A brief discussion then ensued about the appropriate time
to go. Following the discussion it was recommended by Councilmember Scott
that each member take the time on their own to visit the preserve before the
next meeting. Commissioner Dorff indicated that when the members visit the
preserve they should be considering what people should be looking for and
how to attract people to the area.
NEW PROJECTS
A brief discussion ensued relative to the housing energy projects presented
through the Community Education department. It was noted that it had a poor
response. Commissioner Albright inquired as to whether or not any real
assessment had been done as to why the project had failed. A brief discussion
then ensued relative to that subject.

A brief discussion then ensued relative to directions the Commission should
take. There was some discussion relative to them taking a survey of the
community on the role that the Commission should be playing. It was recom-
mended by Councilmember Scott that the best way to get a feeling for the
City's pulse is to talk to neighbors. Commissioner Jensen noted that the
Chamber has been active in promotion carpooling and other energy issues.
The Commission might find the Chamber a good vehicle for finding new avenues
for the Commission to take part in.
Councilmember Scott left the meeting at 8:45 p.m.
Commissioner Albright left the meeting at 8:55 p.m.
It was noted that "Pride in Your City" should be started earlier this year
in order to make it successful and that the Commission would also want to
take part in Kaleidoscope which will be coming up.
Commissioner Dorff indicated that he would report next month on the tree
program initiated in the City of Crystal. Chairman Vetter indicated that she
would like to see a report on the use of Community Development Block Grant
funds and energy and a report on Chamber activities.
OTHER BUSINESS
Chairman Vetter indicated that she received a letter from Community:Education
asking for a representative from the Commission on their Council. A brief
discussion followed and it was recommended that Commissionef Albright represent
the Commission on the Community Education Council. _
Chairman Vetter indicated she received a letter from Senator Skip Humphrey
inviting the members to attend a legislative commission on energy. The
meeting would be September 25 at 8:30 a.m. in Room 15.
Chairman Vetter briefly reviewed a.number of seminars that will be available
to the public in the very near future.
ADJOURNMENT
Motion by Commissioner Price, seconded by Commissioner Dorff to adjourn the
meeting. The motion passed unanimously and the Brooklyn Center Conservation
Commission adjourned at 9:26 p.m.
