AND THE STATE OF MINNESOTA
REGULAR SESSION
FEBRUARY 21, 1980
CITY HALL
CALL TO ORDER
The Brooklyn Center Conservation Commission met in regular session and was
called to order by Chairman Mary Ellen Vetter at 7:36 p.m.
ROLL CALL
Chairman Mary Ellen Vetter, Commissioners Henry Dorff, Bill Price, Bernie
Wesloh and Fred Albright. Also present was Administrative Assistant Brad
Hoffman. Chairman Vetter indicated that Commissioners Barb Jensen and Dan
Lutenegger had asked to be excused. She also noted that Councilmember
Celia Scott had asked to be excused.
APPROVAL OF MINUTES - 12-17-79 and 1-24-80
Motion by Commissioner Dorff, seconded by Commissioner Wesloh to approve
the minutes of the December 17, 1979 Conservation Commission meeting. The
motion passed unanimously.
Motion by Commissioner Wesloh, seconded by Commissioner Price to approve
the minutes of the January 24, 1980 Conservation Commission meeting. The
motion passed unanimously.
SPRING CLEANUP REPORT
The first agenda item introduced by Chairman Vetter was a request for a
report from Commissioner Albright on the spring cleanup project. Commis-
sioner Albright reported that he had received no responses to the question-
naire except that he had spoken with Woodiake and Dick's Sanitary Service.
They had indicated to him that the dates picked for the possible spring
cleanup campaign were the high point of their season. Dick liad reported
that he felt the questionnaire was too much like a bid. Both Woodlake and
Dick's Sanitary Service indicated that they would like to participate in
such a program and that a meeting should be set up with Woodlake and Dick's
at the City Hall. The meeting was set up for March 5 at 7:30 p.m. in order
to establish a definite plan to present to the City Council on May 10.
Commissioner Albright further reported that he had spoken with Park and
Recreation Director Gene Hagel about putting an ad in the spring brochure.
Both haulers had advised Commissioner Albright that a door to door cleanup
should not be undertaken. Commissioner Albright urged the members of the
Conservation Commission to attend the March 5 meeting with the two sanitary
haulers.
A discussion of possible centralized pickup sites then ensued. Commissioner
Price inquired about people with appliances to be hauled away. Commissioner
Albright indicated that Dick's Sanitary Service stated that appliances
could be picked up door to door. Chairman Vetter inquired if any other
haulers wanted to participate. Commissioner Albright responded that none
of the others contacted had expressed any interest.

ENERGY FAIR REPORT
Chairman Vetter introduced the next agenda item stating that she was sorry but
that she had been unable to attend. Commissioner Dorff reported on the special
meeting at the Crystal City Hall noting that their were three Brooklyn Center
Commissioners there. The Crystal Conservation Commission wanted to hold an
energy fair in the fall. Following a brief discussion, Chairman Vetter rec-
ommended that an invitation be sent to Bill Garver from Crystal to attend the
Housing Renovation Workshop. She also noted that they hold a tree sale annually.
Chairman Vetter inquired if a location for the energy fair had been selected.
Commissioner Dorff indicated that none had been nor had they been in contact
with the community education department in Crystal. Chairman Vetter noted the
difference in approaches between Crystal and Brooklyn Center to the fairs.
Commissioner Dorff reported that they would try to attend our workshop and
go from there.
RECESS
The Conservation Commission recessed at 8:45 p.m. and reconvened at 8:55 p.m.
HOUSING SEMINAR
Administrative Assistant Brad Hoffman gave the Commissioners a brief status
report on the housing workshop.. -They reviewed the classes and the speakers
for each and inquired if there would be any addition or changes that the
Commissioners would desire. Following a brief discussion it was the consensus
of the Conservation Commission'that the classes were of the type desired by
the Commission members.
OTHER BUSINESS
A brief discussion then ensued relative to the bond issue and the arboretum.
Commissioners inquired as to the cost of projects in the bond. Administrative
Assistant Brad Hoffman briefly reviewed the park financing proposal under the
bond issue. Following a brief discussion there was a motion by Commissioner
Albright and seconded by Commissioner Wesloh to support the arboretum in the
park development plan. The motion passed unanimously.
ADJOURNMENT
Motion by Commissioner Wesloh, seconded by Commissioner Albright to adjourn
the meeting. The motion passed unanimously and the Brooklyn Center Conserva-
tion Commission adjourned at 9:33 p.m.
