HomeMy WebLinkAbout1980 01-24 CONCMMINUTES OF THE PROCEEDINGS OF THE CONSERVATION COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 24, 1980 CITY HALL CALL TO ORDER The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Mary Ellen Vetter at 7:36 p.m. ROLL CALL Chairman Mary Ellen Vetter, Commissioners Henry Dorff, Bill Price, Barb Jensen, Bernie Wesloh and Fred Albright. Also present were Councilmember Celia Scott and Administrative Assistant Brad Hoffman. Chairman Vetter indicated that Commis- sioner Dan Lutenegger was unable to attend this evening's meeting and was excused. APPROVAL OF MINUTES - 11-15-79 Motion by Commissioner Jensen, seconded by Commissioner Wesloh to approve the minutes of the November 15, 1979 Conservation Commission meeting. The motion passed unanimously. - COMMISSIONER'S COMMENTS Chairman Vetter stated that the University of Minnesota was sponsoring a workshop entitled "Bald Eagle Days" on February 8, 9, and 10. Commissioner Jensen stated that. Ralph Nadar would be speaking at North Hennepin Community College on March 11. Commissioner Price brought several books that he thought would be of interest to the Commission. He stated that they would be available for the Commissioner's use. He also discussed a project that would encourage people to insulate their homes and followed with a brief discussion of consumption of fuels for home heating. It was the consensus that there is need to provide technical assistance to indivi- duals so that they know that their homes are as energy efficient as possible. Commissioner Dorff reminded Commissioners of the previously stated objectives of the Commission, which included the spring clean-up. Commissioner Albright dis- cussed the spring clean-up indicating that he would like to have some information about the program inserted in the manager's newsletter. There was a brief dis- cussion of potential haulers, possible dates and the various approaches. It was agreed that the spring clean-up would be taken up in more detail at the February meeting. RECESS The Conservation Commission recessed at 8:46 p.m. and reconvened at 9:10 p.m. The discussion continued relative to the spring clean-up. The Commission indicated that they would like to be placed on the Council agenda for the 11th of February to discuss the matter with the Council. Chairman Vetter stated there is a need for a committee to review the responses of the letters from the haulers. She then asked for volunteers. Volunteering for the committee were Commissioners Henry Dorff, Bill Price and Fred Albright. It was agreed that they would meet on the 7th at 7:30 p.m. in the Library Conference Room. Administrative Assistant Brad Hoffman stated he would reserve that room for them. HOUSING WORKSHOP Chairman Mary Ellen Vetter introduced the next agenda item which was a discussion of the Home Rehabilitation and Energy Workshop. Administrative Assistant Brad Hoffman reviewed the proposed list of topics for the various evening sessions. The topics included remodeling of existing spaces, codes and building permits, inspections, solar heating, insulation and weatherization, woodburning and land- scaping. There was a short discussion of the topics and it was the general con- sensus of the Commission that the proposed subjects presented a well-rounded workshop for home rehabilitation. Commissioner Jensen indicated that over the next few weeks Phyllis Plummer from the Housing Commission and herself would be getting commitments from speakers for each of the topics. Chairman Vetter referred to a budget that had been prepared for the Housing Seminar. She inquired if the Commissioners had any comments about the budget. There was some discussion of the brochure and inquiries as to whether or not the brochure would have a pre- registration form in it. It was indicated that it would be possible to include such a form. There was a discussion as to the distribution of the literature. It was indicated by Commissioner Jensen that in the past, such mailings have been distributed with the Manager's newsletter and the Community Education letter as an insert. She indicated that she would be in touch with those involved with the newsletters and try to have the brochure inserted with that mailing. Motion by Commissioner Wesloh and seconded by Commissioner Dorff to approve the budget as submitted. The motion passed unanimously. There was a brief discussion and it was agreed that the budget should be presented to the City Council for their approval at the February 11 meeting. OTHER BUSINESS Commissioner Wesloh suggested that members of the Conservation Commission walk the trails around the Palmer Lake area at this time of the year. ADJOURNMENT Motion by Commissioner Price, seconded by Commissioner Dorff to adjourn the Con- servation Commission meeting. The motion passed unanimously and the meeting was adjourned at 9:40 p.m. .
