HomeMy WebLinkAbout1979 01-18 CONCMMINUTES OF THE PROCEEDINGS OF THE CONSERVATION COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 18, 1979 CITY HALL CALL TO ORDER The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Vetter at 7:40 p.m. ROLL CALL Chairman Vetter, Commissioners Price, Jensen, Wesloh, Albright, and Dorff. Also present was Administrative Assistant Mary Harty. Councilmember Scott was not able to attend because she was in attendance at a special Council meeting. RESIGNATION Chairman Vetter explained tha t Commissioner Winkelman was resigning from the Conservation Commission. Administrative Assistant Mary Harty explained that the City Council would be considering a resolution expressing gratitude to and recognition of Sylvia Winkelman for her work on the Conservation Commission at the January 22, 1979 City Council meeting. The new appointment to the Conser- vation Commission will be Mr. Dan Lutenegger. Mr. Lutenegger attended the January 18 Conservation Commission meeting. APPROVAL OF 1V1I UTES - 12-19-70 There was a motion by Commissioner Wesloh and seconded by Commissioner Jensen to approve the minutes of the December 19, 1978 Conservation Commission meeting. The motion passed unanimously. KALEIDOSCOPE Administrative Assistant Mary Harty explained the date for Kaleidoscope for 1979 had been set for April 22, 1979. After discussion amongst Conservation Commis- sion members, there was a consensus that the Conservation Commission wished to involve themselzres in the 1979 Kaleidoscope. A brief discussion ensued as to what might be appropriate for participation in Kaleidoscope in 1979. Commis- sioner Jensen suggested the Conservation Commission might wish to become in- volved in putting together a special energy section, similar to the health wing at the prior Kaleidoscope. Other Conservation Commission members agreed that an energy section would be timely. Commissioner Jensen suggested that she would contact some other agencies such a s the M. E .A . , Minnega sco and N. S. P. to check for resources. It was decided that Commissioners would explore possibili- ties for an energy program for Kaleidoscope and report back to the Commission as a whole in February. GOAL SETTING FOR THE CONSERVATION COMMISSION Administrative Assistant Mary Harty suggested that the Conservation Commission might be interested in. discussing goals and activities for the Conservation Com- 1-18-79 mission for the upcoming year. Administrative Assistant Mary Harty noted she and Chairman Vetter had discussed a goal setting exercise for the Conservation Commission and there was agreement that the exercise would be appropriate and timely. The Conservation Commission briefly discussed a goal setting exercise and decided it would be appropriate for the February meeting. Admin- istrative Assistant Mary Harty distributed the enabling resolution which initiated the Conservation Commission and set the parameters of responsibility and function. It was decided the Conservation Commission members would review the resolution prior to the February Conservation Commission meeting. Commissioner Dorff suggested this type of evaluation and goal setting exercise might be something that should be done on an annual basis thereby setting up a program for the follow.- ing year. OTHER BUSINESS Chairman Vetter asked whether or not the Planning and Inspection Department had provided the requested information on the MN/DOT agreement concerning River Ridge Park. Administrative Assistant Mary Harty noted she had not received the information but would inquire and have the information available at the February meeting. Chairman Vetter distributed a flyer concerning an in-service workshop on consumer energy education sponsored by the Minnesota Energy Agency. SPEAKERS Chairman Vetter introduced Mr. Gene Hagel, Director of Parks and Recreation and Ms. Judy Johnson, Landscape Architect. Director of Parks and Recreation Gene Hagel and Landscape Architect Judy Johnson presented information to the Conser- vation Commission on the Park Development Plan. A development plan for parks and recreation, a classification and improvement listing, and a definition and classification of parks handout were distributed to the Conservation Commission for their information. The speakers outlined the handouts distributed and visually showed Commissioners what was anticipated for park development. Upon com- pletion of the explanation, Director of Parks and Recreation Gene Hagel suggested that Conservation Commissioners should feel free to provide input to the Park and Recreation Commission or to City staff regarding the Park Development Plan. The -Commission also suggested to Director of Parks and Recreation Gene Hagel that if specific questions arose which the Park and Recreation Commission or Director Hagel felt that the Conservation Commission could be helpful in answering, the Conservation Commission would be happy to address those questions.
