HomeMy WebLinkAbout1978 12-19 CONCMMINUTES OF THE PROCEEDINGS OF THE CONSERVATION COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION DECEMBER 19, 1978 CITY HALL CALL TO ORDER The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Vetter at 7:45 p.m. It is noted for the official record that Chairman Vetter took -the minutes for the Dec- ember 19, 1978 meeting because the Secretary was not able to attend. ROLL CALL Chairman Vetter, Commissioners Price, Jensen, Wesloh and Albright. Commissioner Winkelman arrived late. Commissioner Dorff and Councilmember Scott were not present. APPROVAL OF MINUTES - 11-14-78 The minutes of the November 14, 1978 meeting of the Conservation Commission were approved. COMPREHENSIVE PLAN - CRITICAL AREAS PLAN REVIEW The Conservation Commission reviewed and discussed the second part of the Critical . Areas Plan. The Commission felt that it agreed with the Critical Areas Flan since there will be no major changes and efforts will be toward retaining the present status. The Commission understands that the future development of Trunk Highway 169 will be important to the kinds of uses citizens can make of the river for maximum recrea- tion. The Commission would like to know the "legal" agreement that Brooklyn Center has with MN/Dot concerning River Ridge Park.. Questions were raised as to whether or not the City has an annual lease, a long-term lease or no lease. The Commission did have questions concerning terminology in the Critical Areas Plan document. There were questions concerning public utility building as to definition. Also, there was a question as to usage of public utilities and utility facilities._ Finally, there was a question as to whether or not the present pump station at 55th is a public utility building. BLOCK GRANTS Commissioner Jensen as Chairperson of the Citizens Participation Committee for Community Development Block Grants reviewed the various possibilities for grant . expenditures based on the Committee's meetings. Commissioner Jensen outlined several suggestions: elevators in the Community Center and City. Hall, paved parking in selected parks geared towards accessibility, , housing rehabilitation., Central Park LA~N'CON match. Commissioner Jensen suggested she saw a need to focus on housing needs and energy conservation. Commissioner Jensen suggested some possibilities in this area would be a quality energy workshop, a home.energy audit program, the hiring of a CETA person in the field of energy improvements, a utility fund for low- 12-19-78 -1- income families. Commissioner Jensen suggested the Conservation Commission might wish to recommend to the Housing Commission that some of the community development grant monies be used to make homes more energy efficient.
