COMMISSION OF THE CITY OF BROOKLYN CENTER IN
THE COUNTY OF HENNEPIN AND THE STATE OF
MINNESOTA
REGULAR SESSION
APRIL 20, 1978
CITY HALL
Call to Order The Brooklyn Center Conservation Commission met in
regular session and was called to order by Chairman
Vetter at 7:45 p.m.
Roll Call Chairman Vetter, Commissioners Dorff and Jensen.
Also present was Councilwoman Scott, Park and Rec-
reation Director Gene Hagel and Administrative Assistant
Brad Hoffman.
Chairman Vetter noted that Commissioners Winkelman
and Wesloh would be late and that Commissioner Price
would be unable to attend this evening's meeting and
was excused.
Approval of Minutes Chairman Vetter asked that the date on the Spring
March 16, 1978 Clean-Up on page 2 be changed from April 21 to April 26.
Motion by Commissioner Jensen and seconded by Com-
missioner Dorff to accept the minutes of the March 16,
1978 Conservation Commission meeting as amended.
The motion passed unanimously.
Dr. James Rerhder Chairman Vetter introduced Dr. James Rerhder who is
the Hennepin County representative of the Governor's
Aesthetic Environment Advisory Group. Dr. Rerhder
described his background as well as the concerns and
goals of the program he represents. He indicated that
it was his role to serve as a liaison between different
levels of government to help coordinate programs on a
county wide basis to remove visual obstructions,
rehabilitate dilapidated buildings, deal with county
wide landfill problems, coordinate disease tree programs
and address energy related problems.
Commissioner Arrival Commissioner Wesloh arrived at 8:06 p.m.
A brief discussion ensued, and Dr. Rerhder explained
the acronym HEY 78-79 as meaning Hennepin Environ-
mental Year 78-79. He concluded by stating that he
would like to work with groups such as the Conservation
Commission in the upcoming year to help meet some of
the objectives he had noted.

Commissioner Winkelman arrived at 8:14 p.m.
The next agenda item was the presentation by the Park
and Recreation Commission of their park development
plan. Chairman Vetter introduced Park and Recreation
Commissioner Vern Velasco who presented the plan to
the Conservation Commission. Commissioner Velasco
explained the process by which the plan was developed,
their priorities and cost related information. Following
the lengthy presentation, Commissioner Dorff inquired
when the Commissioners anticipate going to a vote.
Commissioner Vela sco explained that at this time they
were trying to get final input from the citizens of Brooklyn
Center and they would then incorporate those comments
into their final recommendation to the Council. He stated
that a vote would probably be this fall but that would be
a City Council decision to make. Commissioner Dorff
then inquired if a nonvote would be recorded as a no vote.
Following a brief discussion, the Park and Recreation
Commissioners indicated that they felt that a nonvote
would not be a no vote, but rather would not be counted
at all. Commissioner Jensen inquired if the 2..2 million
dollars included planning monies or if that money was just
slated for construction. Park and Recreation Director
Hagel replied that the money was anticipated solely for
construction purposes. Commissioner Jensen then inquired
as to the type of help that would be used to build the park,
whether or not volunteers would be used. Park and Rec-
reation Director Hagel again replied that volunteer help
would be encouraged, but for the most part, it was antici-
pated the majority of the work would not be volunteer work.
Commissioner Winkelman then inquired about the time
table for completing the park development plan. To which
Park and Recreation Director Hagel replied that it depends
upon the amount of money that is voted in the bond election.
The entire project could last from five to ten years. Com-
inissioner Winkelman asked if the studies had included any
population trend studies and also the type of surface that
would be used for the jogging trails. Again, Park and Rec-
reation Director Hagel indicated that population trends
had been studied and that crushed limestone would be the
material used for the jogging trails. Following the Com-
missioners questions, the Conservation Commission indicated
their support for the park development plan as presented by
the Park and Recreation Commission.

Chairman Vetter asked Commissioner Winkelman to update Pride in Your City
the Commission, on projects that had been scheduled for the
annual "Pride in Your City" campaign., Commissioner Winkelman
briefly reviewed a number of projects. She further indicated
that she had been contacted by approximately nine people

to talk about clean up projects. Chairman Vetter
informed the Conservation Commission that Cubscout
Pack #540 had built a birdhouse to be donated. to the
Conservation Commission to be erected in one of the
i parks.
Other Business Commissioner Jensen briefly reported on the activities
scheduled for Sun Day. The Commissioner described
handouts that would be given out by the Conservation
Commission at the Sun Day presentation.
Adjournment Commissioner Wesloh moved and Commissioner Jensen
seconded a motion to adjourn the meeting. The potion
passed unanimously. The meeting was adjourned at .
