MINUTES OF THE PROCEEDINGS OF THE CONSERVATION
COMMISSION OF'THE CITY OF BROOKLYN CENTER IN
THE COUNTY OF HENNEPIN AND THE STATE OF
MINNESOTA
REGULAR SESSION
JANUARY 19, 1978

The Brooklyn Center Conservation Commission met
in regular session and was called to order by Chairman
Vetter at 7.35 p.m.

Chairman Vetter, Commissioners Livingston, Price,
Wesloh, Winkelman and Jensen. Also present was
Administrative Assistant Brad Hoffman.
The Secretary reported that because of a conflict with
a special Council meeting that evening, Councilwoman
Scott would not be able to attend until possibly later
in the meeting.
Commissioner Livingston moved the approval of the
minutes of the December 15; 1977 Conservation Com-
mission meeting and was seconded by Commissioner
Price. The motion was passed unanimously.
The first agenda item was a presentation by Mr. Bill
Davis of the Minnesota Energy Agency. Mr. Davis
reviewed the needs for a State Energy Agency and noted
the proliferation of energy consuming items in the
average household today. Following a lengthy presen-
tation, Mr. Davis stated that, he was contacting muni-
cipalities, such as Brooklyn Center, to encourage them
to develop energy conservation policies, to find out
what they are presently doing, and to relay what other
communities are doing in the area of energy conservation.
He stated that he would be our contact person at the
Minnesota Energy Agency and was available to assist
the Commission in any projects that they might wish
to try. He noted that some communities are sponsoring
energy fairs, oil recycling centers and a- variety of
other projects. He stated that White Bear Lake, for
example, was using CETA employees t do home energy
audits for residents requesting them. He further noted
that those employees had been trained by the Minnesota
Energy Agency and that the Agency would be available
to provide such training for municipalities desiring it.
He further stated that the City of White Bear Lake had
conducted over 300 such energy audits in residential
homes.

Commissioner Dorff arrived at 8:00 p.m.
Commissioner Jensen inquired as to what the Minnesota
Energy Agency was doing to encourage energy conservation.
Mr. Davis replied that the Agency as yet does not have
the authority to do more than recommend policy. Most
controls presently rest with the Public Service Commission.
He noted however, that they were trying to establish
lighting standards for public buildings, both public and
governmental. The Minnesota Energy Agency also hoped
to audit 50% of all government buildings in the State for
energy consumption and waste by 1978 and to finish the
rest of the buildings in 1979.. They have recommended
such policies as staggering shifts to help eliminate traffic
congestion. That plan is now being used by 3M. They
have also recommended the coordinating of stoplights to
make traffic flow continuously instead of in an interrupted
manner, as well as a number of other areas in which M.E.A.
wa s moving.
Councilwoman Scott arrived at 9:00 p.m.
Mr. Davis left the Commission with an abundance of lit-
erature relative to energy conservation. He indicated that
he hoped that the Commission could distribute the materials
to residents of Brooklyn Center. He also offered to arrange
a showing of a film on building codes at the next Conservation
meeting. He again offered his assistance for the project to
be undertaken'I.
The Commissioners thanked Mr. Davis for his presentation
and indicated that they felt that his presentation had been very
worthwhile to ',the Commission.
Councilwoman, Scott reviewed the recommendation of Hennepin
County to consider alternatives to the joint resolution of the
Cities of Brooklyn Center, Crystal and Robbinsdale relative
to boating on Twin Lake. She indicated that the Hennepin
County Commi',ssioner's returned the proposed County ordinance
back to the Council for recommended alternatives. They in
fact had rejected the ordinance proposed by the Cities.
Following a brief discussion, Commissioner Jensen moved and
Commissioner '!Price seconded a motion to recommend to the
City Council that they again return the proposed ordinance as
adopted by the three Cities to Hennepin County without any
changes. Thel motion passed unanimously.

Adjournment

Commissioner Price moved and Commissioner Jensen
seconded a motion to adjourn the meeting. The motion
was passed unanimously and the meeting was adjourned
at 11:05 p.m.
