HomeMy WebLinkAbout1977 12-15 CONCM• • MINUTES OF THE PROCEEDINGS OF THE CONSERVATION COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA . REGULAR SESSION DECEMBER 15, 1977 CITY HALL. Call to Order The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Vetter at 7:35 p.m. Roll Call Chairman Vetter, Commissioners Price, Wesloh, Livingston, Jensen and Dorff. Also present were Councilman Maurice Britts and Administrative Assistant Brad Hoffman. Chairman Vetter noted that Commissioner Winkelman would be late for the meeting. Approval of Minutes Motion by Commissioner Price and seconded by Com- November 17, 1977 missioner Wesloh to accept the minutes of the November 17; 1977 meeting. The motion passed unanimously. Oak Removal in Crystal At the November 17, 1977 meeting, Commissioner Winkelman requested that the Secretary investigate the reasons for the oak tree removal in the area of the environmental preserve in the City of Crystal. The Secretary reported to the Commission that the City of Crystal had been removing those trees because of the presence of oak wilt. Chairman Vetter inquirer: if there weren't economic uses for the oak and elm wood that was being removed within the City. Commissioner Livingston replied that those avenues are being explored but that at present they are not economically feasible. Energy Conservation Workshop The next item to be discussed was the possibility of holding another conservation workshop in conjunction with the community education program. A discussion then ensued relative to the past energy conservation workshop sponsored by the Minnesota Energy Agency and put on by Bill Davis specifically. Commissioner Livingston felt that Mr. Davis covered the subjects very well and indepth for the number of subjects he did cover. Commissioner Wesloh indicated that he felt that some people would like to have energy topics condensed into a one evening meeting as had been done in the previous meeting. Commissioner Jensen indicated that she felt there would be a substantial number of people that would like to spend more time on each of the subjects. Commissioner Price indicated that per- haps they could contact N. S . P . to provide speakers for the next energy conservation seminar. Commissioner -1- 12-15-77 `Jensen indicated that the Commission should consider putting on the conservation workshop in conjunction with the Housing Commission. Following that discussion it was decided that a spring or summer workshop would be a good idea. Commissioner Jensen requested that the Secretary contact the Housing Commission to see if they would like to co-sponsor such a workshop. Chairman Vetter indicated that this subject would again be reviewed in further detail at the February Conservation meeting. The Commission the reviewed a slide presentation on Slide Presentation the Windom Environmental Study Center obtained for the Commission by Commissioner Price. Following the presentation, the Commission briefly discussed the con- tents of the presentation. ' Commissioner Winkelman arrived at 8:35 p.m. Commissioner Arrival The Commissioner's continued their discussion of the slide presentation noting comparisons between the Windom Environmental Study Center and the potential development of the Palmer Lake Basin area. It was noted that some Commissioners felt that the extensive recreation development at the Environmental Study Center in Windom was incompatible with the concept of an enviromental study center. Commissioner Price indicated that the - • recreational facilities there were concentrated in a very small area and that the vast majority of the land was left in its natural state. The Commission recessed at 9:05 p.m. and resumed at Recess 9:35 p.m. Chairman Vetter requested the proposed discussion of the Spring Cleanup spring cleanup be postponed until the January Commission meeting. Commissioner Tensen inquired of the Secretary as to the Twin Lake status of the Twin Lake ordinance before Hennepin County. Commissioner Price noted that the County had taken the action to send the proposed ordinance back to the communities for further review on their recommendation. He further in- dicated that County action had been precipitated by a number of Crystal residents opposed to the proposed ordinance. Commissioner Jensen inquired as to the effects of the Airport Airport Zoning Zoning. The Secretary briefly reviewed the pending airport zoning issue with the Commission. Commissioner Livingston reported on the Energy Workshop Energy Workshop Report he had attended in the month of December. He noted that the workshop had been geared for educators. He noted that the 12-15-77 -2- • • • Water Pollution Adjournment workshop demonstrated how to do attitude surveys among students and how to deal with the values from those surveys as they relate to energy conservation matters. Commissioner Jensen noted that the City dumps its snow around the Shingle Creek area around the Palmer Lake Basin. She further indicated her concern with salt pollution running off from the snow that had been dumped by the City. She inquired of Commissioner Wesloh if the science classes from the high school could monitor Shingle Creek. Commissioner Wesloh indicated that he would talk with the individual at the high school that does teach in that area. Motion by Commissioner Jensen and seconded by Com- missioner Wesloh to adjourn the meeting. The motion was passed unanimously. The meeting was adjourned at 10:06 p.m. Chairman -3- 12-15=77
