COMMISSION OF THE CITY OF BROOKLYN CENTER IN
THE COUNTY OF HENNEPIN AND THE STATE OF
MINNESOTA
REGULAR SESSION
OCTOBER 20, 1977
CITY HALL
Call to Order The Brooklyn Center Conservation Commission met in
regular session and was called to order by Chairman
Vetter at 7:40 p.m.
Roll Call Chairman Vetter, Commissioners Jensen, Price, Dorff,
Wesloh and Livingston. Also present were Councilman
Maurice Britts Administrative Assistant Brad Hoffman.
Approval of Minutes Motion by Commissioner Jensen and seconded by
April 21, 1977 Commissioner Dorff to accept the minutes of the
September 15, 1977 April 21, 1977 meeting. The motion passed unanimously.
Motion by Commissioner Livingston and seconded by
Commissioner Wesloh to accept the minutes of the
September 15, 1977 meeting. The motion passed un-
animously.
• River Ridge Hike Review The first agenda item was a review of the Fall Hike
held at River Ridge Park. The Conservation Commission
had sponsored the hike in the park on Saturday, October
15, 1977. The group which included Chairman Vetter,
Commissioners Winkelman and Dorff were lead by Mr.
Dick Peterson. The group hike started at the Brooklyn
Center High School where they viewed a film entitled,
"Gems of Blue". Mr. Peterson discussed his attempts
to induce bluebirds into this area, noting that he has
a colony of bluebirds as close as Elk River at this time.
Following the film and discussion period, the group
left for River Ridge 'Park. The park tour lasted until
3:00 p.m. at which time the group enjoyed some refresh-
ments. Chairman Vetter indicated that she would write
Mr. Peterson a thank you note for his part in the Fall
Hike.
Woodlake Tour Discussion The second agenda item was a discussion of a future
hike through the Richfield Nature Center. Commissioner
Livingston indicated that he was unable to confirm a
date for the tour with his friend who had been involved
in the planning of the Center. Commissioner Livingston
stated that he would again try to contact the individual
and set a date for the tour.

Commissioner Price stated that he also knew an
individual, who was,the former mayor, that could
serve as a guide. Chairman Vetter stated that they
would again try Commissioner Livingston' s_ friend and
if they were unable to set a time and date, Commissioner i,
Price would then make arrangements with the former
Richfield mayor.
Chairman Vetter then introduced the next item of Energy Workshop
business on the agenda which was a discussion of
the upcoming Energy Conservation Workshop. The Sec-
retary stated that he had talked with Marcia Battle of
the State Energy Office and that she would be able to
speak at the workshop on November 15, 1977. He fur-
ther stated that he would have to give her the time and
place which the Commission should set this evening.
Chairman Vetter noted that the workshop was a joint
venture between the League of Women Voters and the
Conservation Commission and that it was being sponsored
through the Community Education Program. Following
a brief discussion, the Commissioners selected 7:30
p.m. as a starting time for the workshop and that it
would be held at the High School.
Commissioner Winkelman arrived at 8:20 p.m. Commissioner Arrival
The Commission then discussed publicity for the work- •
shop. Commissioner Jensen stated that the Housing
Commission should be made aware of the workshop.
The Secretary replied that he would relate that informa-
tion to Ron Warren, the Secretary of the Housing Commis-
sion. It was also noted that Mary Jane Gustafson of
the Brooklyn Center Post should be contacted so that
she could run something on the workshop in her column.
Commissioner Winkelman stated that an attempt should
be made to notify senior citizens in Brooklyn Center.
After a lengthy discussion, it was agreed that the
senior citizens that meet on Wednesday afternoons in
the Civic Center would be contacted.
Chairman Vetter requested that the Secretary contact
Marcia Battle and request that she bring some handouts
for the workshop.
Commissioner Livingston reviewed with the Commission Alternative Energy
his experiences at the Alternative Energy Workshop Workshop Report
held at the Radisson South. He indicated that the work- Commissioner Gary Livingston
shop had been very informative and interesting although i
at times very technical. Following a lengthy discussion,
Commissioner Livingston stated that the State Energy

Agency would be sponsoring a solar energy design
competition next year.
Recess The Brooklyn Center Conservation Commission recessed
• at 9:00 p.m. and resumed at 9:20 p.m.
Film Following the break, the Commission then viewed the
film "Can We Fish Again". The Secretary noted that
this film was one of a series of films and slide presen-
tations that dealt with pollution souces that the Com-
mission would be reviewing in the coming months.
This particular film dealt with PCB contaminants and
their affect upon the food chain. PCB stands for
Polyehlorineted Biphenyls.
Following the film, the Commission discussed PCB's
and the effects they have had in other cases.
Commission Projects The last discussion item of the evening introduced by
Chairman Vetter was a group discussion of proposed
projects. Chairman Vetter stated that the Commission
should start its spring cleanup campaign in January
to assure plenty of lead time for the various civic
groups to participate. Following a brief discussion,
it was agreed to start the campaign earlier this year.
• Commissioner Price suggested a series of programs
dealing with energy conservation. Councilman Britts
offered the suggestion that the Commission examine
energy consumption in Brooklyn Center and see if they
couldn't make recommendations to the Council to reduce
that level of consumption. Chairman Vetter inquired
if the City maintained a listing of the City's energy
consumption needs. The Secretary replied that a list
such as she described does not exist but that such a
list could probably be put together. Following a lengthy
discussion, it was agreed that the Commission would
continue the project discussion at the next Commission
meeting.
Other Business Chairman Vetter inquired if there was any other business
for the Commission. Commissioner Jensen inquired
if there was anything new about the proposal to ban
outboard motors on Twin Lakes. The Secretary then
replied tha t he had a copy of the County' s ordinance
for the Commission to review. He stated that the pro-
posed ordinance would come before the County board
sometime this winter and would probably be enacted by
• the corning summer season.

Commissioner Jensen moved and Commissioner Dorff Adjournment
seconded a motion to adjourn the meeting at 10:25 p.m.
The motion was passed unanimously.
