HomeMy WebLinkAbout1977 09-15 CONCMMINUTES OF THE PROCEEDINGS OF THE CONSERVATION COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION SEPTEMBER 15, 1977 CITY HALL Call to Order The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Vetter at 7:30 p.m. Roll Call Chairman Vetter, Commissioners Jensen, Livingston, and Wesloh. Also present was Administrative Assistant Brad Hoffman. Chairman Vetter noted that Commissioners Winkelman and Price would not be able to attend the meet- ing and were excused. She further noted that Commissioner Dorff had informed her that he would be late for the meeting. The Secretary added that Councilman Britts would not be able to attend because of the conflicting budget meeting of the City Council. Introduction of Commissioner Chairman Vetter took the opportunity to introduce Commis- Bernie Wesloh sioner Livingston to Commissioner Wesloh. Commissioner Wesloh had been introduced to the Commissioners at the May, 1977 meeting but Commissioner Livingston was • unable to attend that meeting. Commissioner Arrival Commissioner Dorff arrived at 7:55 p.m. Approval of Minutes Motion by Commissioner Jensen and seconded by Commis- Febuary, 1977 sioner Dorff to accept the minutes of the February 17, 1977 March, 1977 meeting. The motion passed unanimously. May, 1977 Motion by Commissioner Dorff and seconded by Commis- sioner Livingston to accept the minutes of the March 17, 1977 meeting. The motion passed unanimously. Motion by Commissioner Jensen and seconded by Commis- ° sioner Dorff to accept the minutes of the May 19, 1977 meeting. The motion passed unanimously.. The Secretary noted that the minutes from the April meeting had been inadvertently omitted from the agenda and wculd be included in the October agenda. Correspondence The next item of business was a review of the correspon- dence received by the•Commission over the summer months. Chairman Vetter stated that she had received a letter from I the project 701 people thanking the Commission for the opportunity to clean up an area along Shingle Creek. Previously, a group of students under the project had in- quired if there was an area within Brooklyn Center that could be cleaned up. Chairman Vetter indicated that the -1- 9-1S-77 group had done a very good job and that it had been a very worthwhile project. Another letter received by the Commission came from Mrs. Pat Koester thanking the Commission for their ' resolution, passed during the May, 1977 Commission 1 meeting, commending her husband, John Koester, who had passed away this past summer for his dedicated service in the field of conservation. Commissioner Jensen noted that an Alternative Energy Workshop was scheduled for October 11 and 12 3t the Radisson South. She then inquired if it would be possible to send a representative to the seminar. Following a lenghty discussion, Commissioner Jensen indicated the cost of the seminar was $35 and suggested that the Commission send Commissioner Livingston as their representative and further that the Commission request funds from the City to send Ccmmissioner Livingston to the Energy_ Workshop. Following a brief discussion, Commissioner Jensen moved and Commissioner Wesioh seconded the motion to send Commissioner Livingston to the Alternative Energy Symposium and to request funds from the City to pay .for the cost of registration. The motion passed unanimously. The next item of business introduced by Chairman Community Education • Vetter was a discussion of possible community educa- Program tion programs. Chairman Vetter stated that the Commis- sion was committed to a workshop on energy conserva- tion through the Community Education Program. A lengthy discussion followed and it was noted that Dixie Diel of the Minnesota Energy Agency would send speakers to a lecture of a number of related subjects. Chairman Vetter was to obtain a list of services provided by the Agency. It was suggested by Chairman Vetter that two (2) approaches could. be taken for the workshop. First, a global approach, which could be directed at an energy related problem from a world perspective. Second, a workshop could be offered that would confront the problems experienced here in Brooklyn Center, most probably dealing with energy lossesn housing. Chairman Vetter expressed her concern that the second approach was becoming redundant. Following a brief discussion, it was agreed that such workshops were still of great interest and value to the community. Other options, • such as the Energy Simulator Workshop held in May, were still under consideration. 9-15-77 -2- Fall Hike The next item discussed was the fall hike. A fall hike through River Ridge Park is planned. It was proposed that the group meet for orientation at the Brooklyn Center High School where they would view a film, then go to the River for their hike and then have some refreshments afterwards. Chairman Vetter noted that Mr. Richard Peterson had led the group in the past and was very knowledgable in conservation related areas. Commissioner Jensen inquired if Commissioner Wesloh would be interested in leading the tour. He indicated that he would prefer to go on one first and would be open to the idea at a later time. Following a lengthy discussion involving fees to be paid to the a group leader, group size, and the need for using the school, Commissioner Dorff indicated that he would contact Mr. Peterson to see if he would be interested in leading the group. Chairman Vetter replied that if he agreed to lead the hike, he could pick the Sunday for the hike. Recess The Brooklyn Center Conservation Commission recessed at 9.05 p.m. and resumed at 9:20 p.m. Woodlake Tour The first item of business discussed after the recess concerned a proposed tour of the Woodlake Nature • Center in Richfield. Chairman Vetter stated that she had been in contact with the people at the Nature Center and that they had suggested a Saturday tour so they could provide a guide for the group. A brief discussion followed concerning the Fridley Nature Center. Chairman Vetter noted that if they decided to go to Woodlake, they should contact the officials at the Center two to three weeks in advance to assure their having a guide. It was also noted that it might be possible to have a guided tour around 5:00 p.m. on a weekday. Following further dis- cussion, Commissioner Livingston agreed to try to contact a friend who was instrumental in the planning and de- velopment costs of the Center to see if he would be available as a guide for the group. Other Business Chairman Vetter Inquired of the Secretary when they would receive their assignments relative to the comprehensive plan. The Secretary replied that he would have to in- quire about that question and would keep the Commission Informed. Pride in Your City Chairman Vetter stated that the "Pride in Your City" cam- paign would have to be started earlier this year if they hoped to have a successfL11 response to the campaign. The Commission was in concensus with that thought and agrec;d to' take the matter up at an earlier date than had been previously done. 9-15-77 -3- Commissioner Wesloh moved and Commissioner Livingston Adjournment seconded a motion to adjourn the meeting.
