HomeMy WebLinkAbout1977 04-21 CONCMMINUTES OF THE PROCEEDINGS OF THE CONSERVATION COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF • MINNESOTA REGULAR SESSION APRIL 21, 1977 CITY HALL Call to Order The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Vetter at 7:30 p.m. Roll Call Chairman Vetter, Commissioners Dorff, Price, Jensen, Winkelman, and Livingston. Also present were Councilman Maurice Britts and Administrative Assistant Brad Hoffman. Kaleidoscope Commissioner Price brought the film "Featherfoot" Preparation which was to be shown at Kaleidoscope. The film, + (Schedules and which detailed gas-saving driving techniques, was Materials) viewed by the Commission and discussed. Commis- sioner Price also distributed a test to be taken in conjunction with the film. Following a review of the film and the test a brief discussion ensued and it was decided that the film would be shown every half hour starting at 1 p.m. at Kaleidoscope. Copies of the test would also be available to those individuals viewing the film at Kaleidoscope. Following a review of the Commissioners' booth schedule for Kaleidoscope, the discussion was directed to the Commission's booth display. The Conservation Commission's booth was to feature displays of the Commission's spring hike, the Pride in Your City Campaign, an insulation display, and an advertisement for the film "Featherfoot" to be shown in another room at Kaleidoscope. Pride in Your City Commissioner Jensen stated that she had had little Report (Commissioner response to the letter to various local civic groups Jensen) requesting that they take part in the "Pride in Your City Campaign" scheduled for the period from April 30 to May 15, 1977. She indicated that Sister Carol's seventh and eighth grade class would pick up Freeway Park, as well as St. Alphonsus and their school ground: Also, Wargo Tessman's camp fire girls would be pickinc up along the east side of Shingle Creek south of the freeway. A discussion then ensued relative to the poor response to Commissioner Jensen's letter frcm various civic groups in Brooklyn Center. Consideration will be -1- } 4-21-77 given to future scheduling of the Pride in Your City Campaign to the fall of the year. Chairman Vetter inquired if the Council would, proclaim the period from April 30 to May 15, 1977 as "The Brooklyn Center Pride in Your City Campaign" at its next regular meeting. Councilman Britts responded that he thought this could be arranged. Chairman Vetter reported that the spring hike will take place on Sdturday, May 7, 1977, at 7:00 a.m. The hike will start at the nature building at 61st and Lee (Kylawn Park) come rain or shine. Commissioner Winkelman will lead the hike and coffee will be available to those arriving at 6:45 a.m. Mary Jane Gustafson has been contacted and will mention the hike in her column. The Conservation Commission will also have posters advertising the hike at Kaleidoscope. An Energy and Environment Simulation Workshop has been scheduled for the next regularly scheduled Conservation Commission meeting (May 19, 1977), A brief discussion then ensued noting that participants in the workshop will be involved in role playing requiring them to make energy related policy decisions. It is the intent of the workshop, instructed by Dr. Meierotto of St, Thomas College, to demonstrate the impact of those demands and resultant policy decisions on lifestyle, inflation, economy and the supply of energy resources. Ideally, there should be 25 individuals taking part in the simulation workshop. The discussion then turned to inviting individuals to take part in the simulation workshop. After a brief discussion, tentative agreement was reached to invite the City Council, staff members, and possibly other Commission representatives. Final details are to be made at a future date between Chairman Vetter and Administrative Assistant Ron Warren. The Secretary introduced a Conservation Commission draft resolution expressing appreciation for the dedicated community service of John Koester. Following a brief discussion, Com- missioner Jensen suggested that the resolution be amended to recognize John Koester"s membership and work in the Environ- mental Task Force. Member Barbara Jensen introduced the following resolution and moved its adoption: i RESOLUTION EXPRESSING RECOGNITION OF AND APPRECIA- -TION FOR THE DEDICATED SERVICE OF MR. JOHN KOESTER 0 Report on Spring Hike - May 7, 1977 (Chairman Vetter) Energy and Environment Simulation Workshop • Commission Resolution Conservation Commission Resolution No. 77-1 0 The motion for the adoption of the foregoing resolution was duly seconded by member Sylvia Winkelman, and upon vote being taken thereon, the following voted in favor thereof: Mary Ellen Vetter, Henry Dorff, William Price, Barbara Jensen, Sylvia Winkelman, and Gary Livingston; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. New Commissioners Chairman Vetter reported that she and Councilman Britts would be meeting with three (3) prospective candidates prior to the next meeting. From those meetings, they hope to make a recommendation for a new Commissioner to the Mayor. Adjournment Motion by Commissioner Price,- seconded by Commis- sioner Jensen to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Conservation Commission adjourned at 9:35 p.m. Chairman -3- 4-2i-77 Member Barbara Jensen introduced the following resolution and moved its adoption: CONSERVATION COMMISSION RESOLUTION NO. 77-1 RESOLUTION EXPRESSING RECOGNITION OF AND APPRECIATION FOR THE DEDICATED SERVICE OF MR. TOHN KOESTER WHEREAS, Mr. John Koester has been active as a leader of young men involved in Pride in Your City with local Boy Scouts and has directed Eagle Scout projects at the Kylawn Preserve and the Shingle Creek and Palmer Lake Areas; and WHEREAS, he has unselfishly contributed his time, efforts and energies at the former Brooklyn Center Recycling Center and as a member of the Environ- mental Preserve Task Force; and WHEREAS, his devotion to the tasks and responsibilities as a leader of young men and as a conservation minded individual are of such caliber that they merit special recognition: NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Conservation Commission that: • The dedicated service of Mr. John Koester as a leader of young men and as a conservation minded individual is recognized and appreciated by the Brooklyn Center Conservation Commission.
