COMMISSION FOR THE CITY OF BROOKLYN CENTER IN
THE COUNTY OF HENNEPIN AND THE STATE OF
MINNESOTA
REGULAR SESSION
SEPTEMBER 23, 1976

Call to Order The Brooklyn Center Conservation Commission met in
regular session and was called to order by Chairman
Vetter at 7:40 p.m.
Roll Call Chairman Vetter, Commissioners Winkelman, Livingston,
and Dorff. Also present were Administrative Assistants
Ronald Warren and Leon Beasley.
Commissioner Price was excused from this evening's
meeting.
Approval of Minutes Motion by Commissioner Winkelman, seconded by
5-27-76 Commissioner Dorff, to approve the minutes of the
May 27, 1976 meeting as submitted. The motion passed
unanimously.
Forstrom's Resignation The first item on the agenda was introduced by Chairman
Vetter. She stated that she had received a phone call
from Commissioner Forstrom giving notice of his resigna-
tion from the Commission in lieu of his move to California.
Chairman Vetter instructed the Secretary to draft a memo
to the Mayor pertaining to Mr. Forstrom's resignation.
Environmental The next agenda item was the Environmental Preserve Fall
Preserve Fall Workshop. Chairman Vetter reported that this year's work-
Workshop shop will be held on two separate occasions. The first
workshop is scheduled for Tuesday, October 5. This
workshop is expected to draw approximately 36 teachers
from the Osseo School District. The second session is
scheduled for October 12 for the Robbinsdale teachers.
Each session will begin at 3:45 p.m.
Chairman Vetter then proceeded to inform the Commission
about the itinerary of the workshop. She stated that the
workshop was designed to be brief. The teachers are to
assemble at the Orchard Lane School, and from there they
are to proceed to the Preserve.

She continued by inforring the Commissioners of the
types of activities arranged for the workshop. Com-
missioner Dorff inquired about the absence of the
Brooklyn Center School District from the program.
Commissioner Winkelman responded that only the
schools within walking distance of the Preserve were
chosen. She also mentioned the participation of
Orchard Lane, Fair Oaks and Garden City schools in
the workshop program. Commissioner Dorff stated
that it may be worthwhile for the Commission to
follow up this fall's workshop by contacting the
participating teachers as to their reaction to the
workshop and poll the stadents on the teachers'
presentation. He also stated that perhaps workshops
can be held for all seasons depending on how this
fall workshop goes.
Chairman Vetter instructed the Secretary to draft a
memo to Commissioners Bill Price and Barb Jensen
informing them of the dates and times of the fall
workshop and encouraging them to attend.
Chairman Vetter stated that she had invited a mem-
ber of the Brooklyn Center Jaycees to attend this
evening's Commission meeting to inform the Com-
mission on the Jaycees' plans for the Preserve. It
was noted by the Chairman that no one from the
Jaycees was in attendance at this meeting.
The Secretary introduced the next agenda item.
He informed the Commissioners as to the overall
success of the summer youth project in the Environ-
mental Preserve. Commissioner Winkelman further
expanded on the highlights of the youth project. She
stated that she would invite Ms. Ann Mencel to the
next Commission meeting for a more detailed report
of the various aspects of the Environmental Preserve.
The Secretary presented to the Commission the next
item on the agenda. He reported on the present status
of the recycling center. He stated that there were a
number of problems encountered this summer at the
site, the majority of which were in the form of debris
outside the center confines. He also informed the
Commission of the active participation of the Girl
Scouts in helping to alleviate this problem. He
stated that without their assistance the center might
have been closed this summer.
A brief discussion ensued relative to the recycling
center and the Girl Scouts' effort.

Park Plan Commissioner Winkelman requested that the Secretary ask
Mr. Hagel of the Park and Recreation Department to report
on the park plan vacancy. Chairman Vetter noted that there
existed a vacancy on the Commission and urged her fellow
Commissioners to help seek someone to fill that vacancy.
She stated that the usual procedure for appointment to the
Commission is to contact Mayor Cohen.
Fall Hike The Commission next addressed the issue of having a fall
hike this year. It was the general consensus of the Com-
mission that the fall workshop would occupy a majority of
their effort and, therefore, the fall hike was set aside for
this year.
Community Education Chairman Vetter stated that the Commission should have
more frequent communication with the Community Education
Advisory Committee. Commissioner Dorff stated that he
• had reviewed their activity schedule and expressed the
idea of approaching the Community Education organization
in a more formal fashion and present some of the Commis=
sion's ideas to them.
Further discussion ensued relative to Community Education
and their plans for this spring's Kaleidoscope.
Adjournment Motion by Commissioner Winkelman and seconded by
40 Commissioner Livingston to adjourn the meeting. The
motion passed unanimously. The Brooklyn Center
Conservation Commission adjourned at 9:15 p.m.
