HomeMy WebLinkAbout1976 04-15 CONCM' MINUTES OF THE PROCEEDINGS OF THE CONSERVATION COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 15, 1976 LIBRARY CONFERENCE ROOM Call to Order The Brooklyn Center Conservation Commission met in regular session and was called to order by Chairman Vetter at 6:10 p.m. Roll Call Chairman Vetter, Commissioners Winkelman, Dorff, Price and Livingston. Also present was Administrative Assistant Ron Warren. Approval of Minutes Motion by Commissioner Dorff and seconded by 3-18-76 CommissionE:° Livingston to approve the minutes of the March 18, 1976 meeting as submitted. The motion passed unanimously. Palmer Lake Resolution The secretary introduced the first item of business, that of a request by the League of Women Voters for support of the Palmer Lake Resolution recently presented to the City Councils of Brooklyn Center and Brooklyn Park. He explained that Phyllis Plummer, president of the Brooklyn Center League of Women Voters, had presented the resolution to the Conservation Commission seeking their support on March 18, 1976, and briefly reviewed the intent of the resolution. A brief discussion ensued relative to the Palmer Lake Resolution. Commissioner Winkelman commented that she would like to also see efforts made to urge the protection of the entire Shingle Creek greenstrip. Commissioner Price stated that there is a need for a declarative statement as to who should take the leadership to insure the proper use of the Palmer Lake Basin. Action Supporting Palmer Following further discussion, there was a motion by Lake Resolution Commissioner Price and seconded by Commissioner Winkelman to support the Palmer Lake Resolution in the form that it was presented to the Brooklyn Center and Brooklyn Park City Councils. The motion passed unanimously. Report on "Pride In Cha_,. man Vetter reported that plans are now being Your City" Campaign finalized for the annual Brooklyn Center Conservation Commission sponsored "Pride in Your City" campaign to be conducted primarily betw;n April 30 and May 8, 1976. She reviewed a memo to be sent out to interested gf0ups. Commissioner Forstrom arrived at 6:45 p.m. Chairman Vetter stated that hopefully reports relating to "Pride in Your City" projects will be ready for the September or October meeting. Commissioner Winkelman, in response to a question by Chairman Vetter, explained that free garbage bags for the clean up projects were obtained from Northwestern Bell, McDonald's and Burger King in previous years. A brief discussion ensued relative to group projects with it being suggeste(' that possible projects could include: planting a hedge along Brooklyn Boulevard adjacent to Brooklane Park and Garden City School, and that an animal population count, a vegetation map, and an eco-systems survey of the Palmer Lake Basin be done. CCA Summer Your i Project Commissioner Winkelman reported that she had spoken with County Commissioner John Derus regarding the proposed CCA Summer Youth Project for the Brooklyn Center - Crystal Environmental Preserve. She stated that Commissioner Derus said that he supported the project but that the matter was si_11 in committee and would be discussed by the County Commissioners in the near future. The secretary stated that he had recently contacted Mrs. Ann Mencel and that a list of potential sources for obtaining the needed resources for the Environmental Preserve bridges is being drawn up. Environmental Preserve Chairman Vetter reported that she has contacted Mr. Workshop Don Bechetti of the Robbinsdale School District regarding interest in an Environmental Preserve Workshop for teachers to be conducted by the Conservation Commission. She stated that Mr. Bechetti was very enthused about the idea but that he had recommended L:aat the Commission consider the workshop for next fall rather than this spring. Chairman Vetter explained that Mr. Bechetti's reason for this recommendation was that teachers are not now looking for new projects to undertake, but would be next fall and that the proposed Environmental Preserve Workshop would be better received at that time. Chair- man Vetter explained that she had also contacted Kenneth -2- 4-15-76 Lundgren, Robbinsdale School District Elementary Educa- tion Director, who was also very enthused about the work- shop and had pledged to help as much as he possibly could to see that the workshop succeeds. She stated that Mr. Lundgren also recommended having the-workshop in the fall. A brief discussion ensued with Commissioner Winkelman suggesting that the Commission present the proposed Environmental Preserve Workshop at upcoming faculty meetings and that the Commission also personally contact the teachers at Orchard Lane and Northport Schools about the workshop. Following the discussion it was noted that it was the consensus of the Commission that the workshop be deferred until next fall and that the Commission prepare for the presentation of the workshop and contact interested teachers to encourage their participation. Oil Depository Program Commissioner Dorff reported that Peter Paulos, owner of Brookdale Shell, 69th and Humboldt Avenues North, had declined to have his station as a drain oil depository. He stated that he plans to contact the owner of the Standard Station on the northeast corner of 69th and Humboldt Avenues North regarding his becoming involved in the program. It was recommended that a sign be prepared to be displayed at the Recycling Center that would list the names and locations of those service stations participating in the program. Commissioner Dorff recommended deferring the remainder of his report on the oil depository program until the next meeting. Town Meeting '76 Chairman Vetter announced tha t the Town Meeting '76 program committee has asked the Conservation Commis- sion if it would have a display table at the May 8, 1976 Town Meeting 176 program. Chairman Vetter reviewed a packet of informational items to be displayed and requested members of the Commission to contact her regarding other brochures and displays they feel should be on the display table on that day. Adjournment Motion by Commissioner Price and seconded by Commis- sioner Dorff to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Conservation Commission adjourned at 7:15 p.m. Chairman -3- 4-15-76
