CONSERVATION COMMISSION OF THE CITY
OF BROOKLYN CENTER IN THE COUNTY OF
HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
DECEMBER 11, 1975
CITY HALL
Call to order The Brooklyn Center Conservation Commission met
in regular session and was called to order by
Chairman Vetter at 7:40 p.m.
Roll Call Chairman Vetter, Commissioners Winkelman,
Livingston, Forstrom, Price and Dorff. Alsn
present were Councilman Maurice Britts and
Administrative Assistant James Lacina.
App, of Minutes Motion by Commissioner Winkelman and seconded by
9-18-75 Commissioner Forstrom to approve the minutes of
the September 18, 1975 meeting. The motion
passed unanimously.
Approval of Minutes Motion by Commissioner Forstrom and seconded by
10-16-75 Commissioner Livingston to approve the minutes of
• the October 16, 1975 meeting. The motion passed
unanimously.
Oil Recycling Report Chairman Vetter indicated that the oil recycling
project had been underway for some time now and
has been receiving publicity in the Post. She
also stated that it might be worthwhile for an
extra campaign effort to publicize the project
in greater depth in the spring.
yam Hike Report Chairman Vetter then reviewed a report on the fall
hike. She stated that there were approximately
15 adults and 7 children that went on the hike led
by Commissioner Winkelman through the Preserve.
She briefly commented relative to the hike stating
that slides of the area were shown before the hike
with an environmental movie shown after it.
Commissioner Winkelman briefly reviewed the action
of the Task Force meeting on the Kylawn Preserve.
She stated that they met with the Crystal and
Brooklyn Center Park and Recreation Departments
to set up a skiing schedule for winter cross
• country skiing in the Preserve:
Commissioner Jensen arrived at 7:55 p.m.
She also stated that the ski trails would be
marked with red spray paint instead of the flags
that were easily dismantled.
A lengthy discussion then ensued relative to the
charge for skiing in the area and the involvement
of the phy-ed departments in the cross country
ski program for nearby schools. Commissioner Price
suggested setting up Saturday programs for slides
and movies in the shelter building on environmental
aspects pas ibly accompanied by ski touring. Com-
missioner Winkelman indicated that it would be her
desire to promote the classroom use of the Preserve
and to involve teachers for promoting this aspect.
She briefly commented relative to the concept of
physical education for life indicating that she felt
it would be worthwhile to contact the schools in the
area. She also stated that the Department of Natural
Resources offers lesson plans for environmental
activities.
Commissioner Price stated that he would contact the
DNR to review these lesson plans for environmental
classrooms.
Commissioner Dorff briefly reviewed the action of the
Community Education Council. He stated that their
focus has been directed towards a "town meeting"
event sponsored by the Community Education Council
in commemoration of the Bicentennial Year. He
briefly reviewed this concept pointing out that the
Conservation Commission could be involved through a
series of environmental educational programs.
Commissioner Dorff indicated that he would continue
his review and update of this matter at the next
meeting.
Commissioner Winkelman suggested a possible program
for Community Education involving a winter night
ski class for adults.
The secretary briefly reviewed the Council action
on the annexation of Durnam Island. He stated that
at this time the City Council did not feel it
advantageous for the City to annex Durnam Island and
therefore did not become a part of the petition for
that request.
Commissioner Winkelman inquired as to the status of
the Hennepin County Resource Recovery Project acted
on by the City Council. The secretary briefly
reviewed this project for the Commission. He
stated that if the Commission so desired he would
contact Mr. Merila regarding the possible appearance
at the next Commission meeting to discuss this
matter in greater detail.

Motion by Commissioner Price and seconded by
Commissioner Jensen to invite the Director of
• Public Works, Mr. Merila, to present the resource
recovery project in a discussion form to the
Conservation Commission. The motion passed unani-
mously.
Adjournment Motion by Commissioner Winkelman and seconded by
Commissioner Price to adjourn the meeting. The
motion passed unanimously. The Brooklyn Center
Conservation Commission meeting adjourned at
9:25 p.m.
