REGULAR SESSION
FEBRUARY 20, 1975
CITY HALL
Call to order The Brooklyn Center conservation Commission met
in regular session and was called to order by
Chairman Vetter at 8:10 p.m.
Roll Call Chairman Vetter, Commissioners Price, Jensen,
Winkelman, Forstrom and Livingston. Also present
were Administrative Assistants Ron Warren and
James Lacina.
Approval of Minutes Motion by Commissioner Winkelman and seconded by

January 16, 1975 meeting. The motion passed
unanimously
Environmental
Legislation
Discussion by
Representative Luther
The secretary noted that Representative Luther
would of be able to attend this evening°s meeting.
He stated that he would attend the regularly
scheduled meeting i.n March, He commented that he
felt at that time Repr,,senta tive Luther would
have more knowledge as tc~ specific types of
environmental legisl,atic,n that had been proposed.
Kaleidoscope Chairman Vetter Introduced the next item of buses
Participation ness on the agenda, the participation in the
Kaleidoscope °75 prcgrano She noted that Kalei-
doscope would be held on April 6 from 11000 a.m.
to 6:00 p.m. and that the tentative plans were
for an even larger display than what was held
last year. She briefly reviewed the types of
materials the Conservation Commission could use
as handouts and noted that the Commissioners
should be prepared to put the program together
at the next meeting.
She then listed the handout materials noting a
pamphlet on Recycling, Types of Birds and Bird
Feeders, Plantings in Your Yard and the article
on Kylawn Preserve as examples of materials to
be handed out.
Recess The Conservation Commission recessed at 9®00 p.m.
and resumed at 9.-30 pom.
The next item considered was that of the bylaws Bylaws Review
review. The secretary noted that the bylaws
were the official operating procedures for the
Commission. A lengthy discussion ensued relative
to the bylaws and certain amendments to them.
Article I, Section 2, Subdivision A(3) was dis-
cussed relative to including the Housing and
Human Rights Commissions. Article IV, Attend-
ance, was discussed relative to the use of
unexcused absences as a measuring device for
grounds to recommend removal from the Commission
and Article VI Section 1, was looped at with
respect to the actual purpose of task groups and
the kind of task groups that may be formulated.
After a discussion relative to these issues there
was a motion by Commissioner Price and seconded
by Commissioner Jensen to prepare amendments to
the bylaws consistent with the requirements for
amending the bylaws for presentation at the next
meeting on these three articles. potion passed
unanimously.
Commissioner Jensen indicated she would contact
the secretary to discuss the possible language
regarding the change.
Commissioners Winkelman briefly reviewed last Pride In Your City
year°s Pride in Your City program. She noted
that the time is approaching to being work un
this year°s program and indicated that it might
be adequate to only consider open space areas and
not developed parks since the City park crew
maintains the parks and keeps them in gc-))r»d f»rder.
She noted that the project itself involved a lot
of work and indicated that she could use same
help in coordinating this year°s program,
Following a brief discussion relative to the Pride
in Your City program there was a motion, by Commis
signer Jensen and seconded by Commissioner Price
to appoint Commissioners Winkelman, Forstrom and
Livingston to the Pride in Your City Committee
The motion passed unanimously.
Motion by Commissioner Price and seconded by Com-
missioner Forstrom to adjourn the meeting. The
motion passed unanimously. The Brooklyn Center
Conservation Commission adjourned at 10j45 p,m
