Conservation Commission of the City
of Brooklyn Center in the County of
Hennepin and the State of Minnesota
REGULAR SESSION
NOVEMBER 14, 1974

Call to order The Brooklyn Center Conservation Commission
met in regular session and was called to order
by Chairman Vetter at 8:05 p.m.
Roll Call Chairman Vetter, Commissioners Winkelman,
Jensen, Price and Dorff. Also present were
Mr. Bruce Lebus of Scout Troop ##403, Council-
man Maurice Britts and Administrative Assistant
James Lacina.
Approval of Minutes Motion by Commissioner Winkelman and seconded
10-17-74 by Commissioner Price to approve the minutes
of the October 17, 1974 meeting. The motion
passed unanimously.
Kylawn Preserve Chairman Vetter introduced the first item of
Report business on the agenda, a report-on the Kylawn
Preserve done by Scout Bruce Lebus. She intro-
duced Mr. Bruce Lebus to the Commission and
briefly reviewed the report Mr. Lebus had done
on the Preserve area. She stated that Mr. Lebus
conducted months of research and that his
report was to be used in fulfilling the require-
ments of his Eagle Scout award.
Mr. Lebus then proceeded with a lengthy presen-
tation regarding his report. He went through
the report, and commented on each section and
about the observations he had made during the
research and report writing. He stated that
he had spent many hours of research in the
Preserve and that he was very interested in
conservati°in work and in seeing that the Preserve
be maintained as an environmental area. He
noted that there are many different species of
animal li`P and plant life in the Preserve and
he commented that he felt these animals could
live safely within the confines of the Preserve
if no additional development were to occur in it.
• He explained the process of the food chain which
occurs in the Preserve and noted the diagram in
the report. He summarized his comments by
stating that he felt all the people of Brooklyn
Center have an obligation to the preservation of
this environmental area.
Chairman Vetter commended Mr. Lebus on his
report and stated that she felt he did a very
excellent job. Commissioner Dorff inquired as
to the procedure regarding Eagle Scout award.
Mr. Lebus responded by stating that this report
was reviewed by the Scout Review Board and that
he has passed and would be receiving his Eagle
Scout award in the near future. Commissioner
Dorff then inquired into the possibility of
extensive use of the Preserve as a nature area
and the possibility of this use driving the
animals out. Mr. Lebus responded by stating
that he did not feel this would be the situation
if the people that were using the Preserve
respected the animals and used the trail system
that was established.
Commissioner Price also commended Mr. Lebus on
his report and encouraged him to participate in
the Junior Science Fair by submitting a copy of
the report.
Councilman Britts also noted that Mr. Lebus had
done an excellent job and encouraged the Commis-
sion to use such a report and the information con-
tained in it as an informational pamphlet on the
Preserve.
Following a brief discussion on the use of the
informational pamphlet, there was a motion by
Commissioner Winkelman and seconded by Commis-
sioner Jensen to use the information in this
report in a pamphlet on the Preserve.
Commissioner Winkelman left the meeting at
9200 P.M.
Motion by Commissioner Jensen and seconded by
Commissioner Dorff to direct the secretary to
draft a resolution of commendation to Mr. Lebus
for his excellent work in preparation and research
of the Kylawn Preserve report.
The secretary introduced the next item of
business on the agenda, the review of the goals
and objectives. He stated that it might be
worthwhile to defer this matter until the
additional two Commissioners have been appointed
to fill the vacancies that exist. It was the
consensus of the Commission to defer discussion
on the goals and objectives until the vacancies
have been filled,

Community Education Chairman Vetter then commented as to programs
Program of involvement for the winter session of
Community Education. She stated that she felt
the winter hike would again be beneficial and
could be arranged for the winter program.
Commissioner Jensen commented about a program
sponsored by the League of Women Voters regarding
a panel discussion on recycling. She noted that
the League had requested input from the Jaycees,
the Girl Scouts and the Conservation Commission.
She also commented that this panel discussion
would be held during the winter session of the
community education program.
Following a brief discussion regarding community
education programs it was the consensus of the
Commission to formulate three programs for the
winter session of the community education program.
1. Winter hike
2. Participation in the panel discussion
on recycling

3. A course conducted at Elm Creek
Preserve coordinated with the Elm
Creek Preserve Program.
Change of Meeting The secretary noted that the Planning Commis-
Date sion was changing their meeting dates as of
January 1,1975. He stated that the Planning
Commission will now meet on the second and
fourth Thursday of each month in the Council
Chambers and that this will conflict with the
existing meeting date of the Conservation
Commission. He noted the first and third
Thursdays were available as meeting dates if
the Commission would prefer to stick to
Thursday as a meeting day.
After a brief discussion there was a motion
by Commissioner Price and seconded by Commis-
sioner Doff to change the meeting day to the
third Thursday of the month commencing
January 1, 1975. The motion passed unanimously.
Councilman 2ritts noted that there would be a
conflict with this date but that the Commis-
sion should not change its newly established
meeting day. He stated that he felt he could
be in attendance some of the time but that he
would like the minutes to reflect the fact that
this date would cause a conflict with his
schedule.

The secretary noted that the park building
had been moved from Willow Lane to the Kylawn
Preserve area where it would be used as a ski
touring outlet this winter and later be
expanded for use in the arboretum. He noted
that electricity and heat will be installed in
the building this winter.
Motion by Commissioner Price and seconded by
Commissioner Dorff to adjourn the meeting.
The motion passed unanimously. The Brooklyn
Center Conservation Commission adjourned at
10®05 p.m.
